LOOK HOW CORRUPTION IS PROMOTED IN THE DEPARTMENT OF TECHNICAL EDUCATION & INDUSTRIAL TRAINING, GOVERNMENT OF BY PUNJAB, BY THE TOP IAS OFFICERS OF THIS DEPARTMENT. I have come to know of the case of one teaching faculty member, at the government polytechnic college for girls, jalandhar, who, is not being paid salary, for about last six months. I would want, Sh. B. Purushartha IAS, DIRECTOR & Sh. A.R.Talwar IAS, Principal secretary of the department of technical education & industrial training, government of punjab, to answer, the following questions, with respect to this particular case:- 1. A vacant post, in the department in which the faculty member is working & also of the same designation which the incumbent faculty member holds along with budgetary provisions, is available, but the Principal of the institution, does not have the power to draw the salary of the faculty member unless the two IAS OFFICERS mentioned above permit him in writing to do so. The concerned faculty member gives applications to the principal for release of salary, who then, has been repeatedly, writing, to the director. The office of the DTE&IT after sitting over the file for several months, informs the principal that the case of the faculty member has been sent to the office of Sh.A.R.Talwar IAS, Principal secretary to government of punjab, of this department, where again his powerful subordinates will sit over the file & after some time send it back to the DTE&IT office with some query, unless the concerned individual does the needful to prevent the raising of any query. Sh. B. Purushartha IAS & Sh. A.R. Talwar IAS, you both, who are considered," ELITE ADMINISTRATORS", by virtue of your belonging to the,"Indian Administrative Service", will you let me know, as to:- 1. Why you cannot allow the principal of the institution, who is the local administrator, to draw the salary of the employee in such cases, where vacant post of same designation & of the same department, to which the faculty member belongs, along with budget for the same is available? The system in place, at present, of course in your knowledge & in force with your orders, will it not promote corruption in your department? 2. Why should petty matters, like sanction of earned leave of employees, have to go up to the office of Principal secretary? Does the CSR, prevent you, from doing so. the answer is no. Does, the honorable minister for technical education, industrial training & industries, prevent you from doing so, the answer is no. Then who is responsible for this, the answer is, the two IAS officers of this department, namely, Sh. B. Purushartha IAS & Sh. A. R. Talwar IAS, are responsible for this. Why can, not, such powers be given to the principals, who have to run the administration of their institutions & are held responsible for the same by you? If the Principals are given such powers, the DTE&IT & PSTE&IT offices, will be left with no scope for corruption in such matters, will you issue orders for this purpose? 3. The principals of government polytechnic colleges, only have, financial powers of Rs 500/-(without quotations) & Rs 6000/-(with quotations). Do you believe that, they can run the administration of their institutes efficiently, with such poor financial powers? They have to run to the DTE&IT office every now & then with a begging bowl in which alms of sanction are sought, how these sanctions are given is well known to everyone in the department of technical education & industrial training, Punjab. 4. The way, the department of technical education & industrial training, is being run by Sh. B. Purushartha IAS & Sh. A. R. Talwar IAS, if this is the administrative skill imparted at the IAS training academy, at Mussorie, then, I, fear corruption, shall increase, in this country, every passing day, because, the IAS, the steel frame of this country, is itself, being given training, in such a way, that, it only leads to," RED TAPE", promotion of corruption. A revamp of the IAS training, is the urgent need of this country.
