The moment I learned about the initiative, I quickly googled the news and was able to source it from various online news sites. Also, it was a hot topic for both car and motorcycle owners in numerous forums. As I will be facing the wrath of this policy, I got worried and continued to research on things I can do in order to get away with it or ensure that I won’t be one of those Juan Dela Cruz who will pay huge fines. There were tips and tricks as to how not to be apprehended like check Waze and avoid routes where checkpoints are, multiple invoices with different dates and so on and forth. However, one (1) caught my attention and that is to file a DTI complaint. First I was hesitant for I don’t want to have friction between me and my dealer and/or cause any serious penalties to my dealer that DTI may impose. So I drafted my letter, stated the facts, enumerate my conditions, thank the receiving agency and saved it to my email’s draft folder. Tuesday, November 4, 2014 –Kymco Scooterista Pilipinas will be holding an EB in Metropoli, Libis. I decided to drop by and meet riders (I am a MC newbie, meeting tenured riders will be great) I met some folks which I shared my story, they made me send the email! (Guys, you know who you are!) The next day around 8 am, Ms. Shirley Vasquez of DTI called me up and asked if I can drop by the next day Thursday, November 6, 2014 at 2PM. To my surprise, that was a quick turnaround time, so I confirmed that I will attend the mediation. The day is here! I was not able to file a leave from work so I decided to ask my manager if I could leave early and just return after the mediation… I got a YES. I jumped in my bike, start it up and rushed myself to Makati. I arrived around 1:30 PM, enough time to freshen up and collate my thoughts. I politely told the receptionist that I have a meeting with Ms. Shirley at 2 PM. I was given a temporary pass and was told to head to 2F, I told them that I was instructed to go straight to 6F center conference room. They receptionist asked me again, “Sir, anong company nyo?” the reaction was quite off, as they are expecting dealers. However, they allowed me to go up and to my surprise… the people inside the conference room look prominent and are wearing business attire (barong, suit and nice dresses) I am wearing jeans, a snicker and a white company polo shirt… now that’s awkward. I went outside to ask the floor guard… “Ate, pede po bang patawag kay Mam Shirley? Parang mali ata yung nasabi nya sa aking lugar na puntahan… mukhang mga milyonaryo mga tao sa loob, mukha akong alalay.” Ate Guard, was kind enough to verify, she called Ms Shirley and handed the phone to me. Ms Shirley told me to wait for her. WTF! I have a feeling I will be caught off guard as I am the only person that looks like a complainant and the rest of the people inside are dealers or representatives of God knows who. Ms Shirley and Asst Secretary Jerry Clavesillas arrived, they greeted me and invited me in. The room was packed with people, again… they look good and they are well dressed for this meeting, while I am not! ASec Jerry, kicked off the meeting stating that they have received numerous complaints regarding the release of OR/CRs and this is for both cars and motorcycles. To my surprise, my letter was used as a reference for this meeting. I was called and asked to sit right beside ASec. He gave me air time to provide details of my complaint. As I mentioned that I just acquired the MC Oct 15 of this year, everyone in the room apart from the DTI peeps giggled or probably laughed. So to ensure that I won’t be a laughing stock, I uttered the words “according to RA 4136, all motor vehicles and other vehicles must be registered”, I believe I got their attention after that. Mr Edwin Go, President of Motorcycle Dealers Association of the Philippines raised his hand to explain that it takes time for registrations to be finished by LTO, I pressed my mic again and said, “however, my bike has not gone the first stage of registration yet. It does not have a PNP clearance to begin with”. Mr Edwin Go, asked for a copy of certificate, and promised to personally follow up on this matter. While the attention turned to car dealers, Mr Edwin Go stepped out and was trying to call someone, the moment he went back in the meeting room. He announced that he called Kymco and asked as to whether the papers of my bike were already forwarded to the dealer and yes, it was. According to him, he will go ahead and call my dealer – Kymco Rider, Supremebike Marcos Highway and committed that my OR/CR be expedited. (Now, we are talking!) He also mentioned that it is possible to acquire a vehicle, don’t take the vehicle home, wait for the registration then start paying (that’s for installment schemes) – I truly believe a lot will try to haggle on this with their dealers when trying to make a purchase, if they won’t agree – Mr Edwin Go has a radio program every Friday. Search for it on the internet, ask regarding this matter. Since my concern was being attended to, I was listening to dealers’ sentiments regarding this matter. To confirm, registrations are being done REGIONALLY.So all NCR registrations, plate number processing, sticker releasing, etc. are being done in LTO Central, this is the same process for car dealers. So imagine, how many applications are left unattended and/or how many of these are still in pending in LTO. Dealers were happy that they were called by DTI and was actually hoping that DTI will be able to step up on this matter. Dealers are asking if DTI can call a meeting between agencies (DILG, DOTC and DTI) so one’s process can be aligned. As DTI, enables the industry and protect the consumers, DOTC ensures that vehicles are well registered and DILG apprehends violations. While DOTC would like to implement no registration, no travel – we the consumers are squeezed in coz we don’t have our OR/CRs available, and that’s when DTI comes in to protect consumers. J DTI Asec Jerry, said he will escalate the concern to his superior as to whether the matter can be discussed to DOTC and DILG as they have to stay within their jurisdiction. It was also stated in the conference that the assistant secretary of LTO wishes not to implement the policy, however someone superior to him wants it to be implemented. (something that someone mentioned in the conference that wishes to be not named) So, to wrap this up. Yes, we have the right to complain. We can exercise our rights. So please, keep sending those complaints. We won’t be heard if we will stay quiet and/or just post in forums or simply rant on our facebook pages. Speak up! -END-
