Last week, in anticipation of the Senate’s upcoming report documenting CIA interrogation techniques during the administration of George W. Bush, and revealing they didn’t help stop terrorism, President Obama bluntly acknowledged “we tortured some folks.” It is the first time any American president has admitted that fact. To his credit, on his second day in office, Obama signed an executive order banning torture. But what about the Bush officials who directed it and presided over it -- former Vice President Dick Cheney and former Defense Secretary Donald Rumsfeld? Torture is an international war crime. It is banned by the Geneva Accords. It is considered a crime against humanity. Once the Senate report lays bare the facts, does the United States have a responsibility to try Cheney and Rumsfeld as war criminals?
