Latest suggestions from for effective advocacy on behalf of CAs AB 2140, the Orca Safety & Welfare Act ... DO–for California residents/For now, concentrate on (in order of priority): 1. Your own Assemblymember. 2. The Assemblymembers on the Water, Parks and Wildlife Committee. 3. The Assemblymembers on the Appropriations Committee (once the bill has been referred to this committee, we will put the word out). You can find your Assemblymember here: findyourrep.legislature.ca.gov/. If your Assemblymember sits on one of the committees in which the bill will be heard, make sure you say it will be heard in in the committee when communicating your support. The Assembly Water, Parks and Wildlife Committee consists of the following members: Anthony Rendon (D)–Chair, AD 63 Frank Bigelow (R)–Vice Chair, AD 05 Travis Allen (R), AD 72 Raul Bocanegra (D), AD 39 Brian Dahle (R), AD 01 Paul Fong (D), AD 28 Jim Frazier (D), AD11 Beth Gaines (R), AD 06 Mike Gatto (D), AD 43 Jimmy Gomez (D), AD 51 Lorena Gonzalez (D), AD 80 Adam Gray (D), AD 21 Jim Patterson (R), AD 23 Freddie Rodriguez (D), AD 52 Mariko Yamada (D), AD 04 *AD –CA Assembly District The Assembly Appropriations Committee consists of the following members: Mike Gatto (D)–Chair, AD 43 # Also on WPW Committee Frank Bigelow (R)–Vice Chair, AD 05 # Also for WPW Committee Travis Allen (R), AD 72 # Also on WPW Committee Raul Bocanegra (D), AD 39 # Also on WPW Committee Steven Bradford (D), AD 62 Ian Calderon (D), AD 57 Nora Campos (D), AD 27 Tim Donnelly (R), AD 33 Susan Talamantes Eggman (D), AD 13 Jimmy Gomez (D), AD 51 # Also on WPW Committee Chris Holden (D), AD 41 Eric Linder (R), AD 60 Richard Pan (D), AD 09 Bill Quirk (D), AD 20 Sebastian Ridley-Thomas (D), AD 54 Donald Wagner (R), AD 68 Shirley Weber (D), AD 79 *AD–CA Assembly District Members’ offices may be contacted via mail, phone, fax, or email. Generally phone, mail and fax communications will receive more attention than email. Supporters should write to their Assemblymember, as well as the Chair and Vice-Chair of the committee in which the bill will be heard next (at present, Assemblymembers Rendon and Bigelow). Messages should be polite, concise and to-the-point: State the bill number (AB 2140), that you support it, and that it is sponsored by Assemblymember Bloom. >>> Engage local schools and have classrooms communicate their support to the Assemblymember for the AD in which the school is located. Attend the hearings concerning the bill in Sacramento and express support for the bill. Emphasize the fact that the orca shows are just one component of a marine park’s attractions and entertainment, and that these parks could not only survive but also thrive by evolving their business models. DON’T: Do not contact offices of Assemblymembers other than your own; focus your efforts on your representative. Do not harass members and staff; just present a polite, clear, and concise message. Avoid long, drawn-out statements of your position that bring in peripheral points; staff are very busy for the most part, and we do not want to lose their interest or irritate them. It is extremely important not to harass Assemblywoman Toni Atkins, the incoming Speaker of the Assembly. Do not constantly call offices asking for their support; it is important that supporters act when the time is right, in a coordinated manner. Never challenge or criticize staff or members. Avoid naming or attacking any particular facility or business when expressing support for the bill. Refer to “marine parks,” “marine theme parks,” “captive orca facilities,” etc. THANK YOU!
