Latino Candidates and the Sept. 9th New York Primaries By Angelo Falcón (September 8, 2014) The primary elections for New York State are on for tomorrow --- Tuesday, September 9, 2014 --- and if youre planning to vote, you need to be thinking about your choices . To help you start, we have compiled a list of those primaries and elections where Latinos are running for state offices in New York City. As usual, there are no Latinos running in the Democratic Party for the statewide offices of Governor, Lieutenant Governor, Comptroller and Attorney General. But this is typical of what the Latino community has learned to expect from the Democrats. For additional information on the candidates and the voting process, visit the WhosOntheBallot.org Website. The candidacy of Cathy Hochal, Cuomos choice for Lieutenant Governor, presents some interesting questions for Latino voters given what is seen as her conservative and generally anti-immigrant views, especially her well-known opposition to issuing drivers licenses to the undocumented. While Latino political leaders like Council Speaker Melissa Mark-Viverito have come out in support of Hochal, citing her newfound support for measures like the New York DREAM Act, other Latino electeds who are supporting Cuomo are finding themselves conflicted about the Hochal candidacy. More than a few have observed how State Senator Gustavo Rivera is supporting the Hochal candidacy despite her failure to embrace his New York Is Home proposal to grant state citizenship to eligible undocumented immigrants, while her opponent, Tim Wu, has fully embraced Riveras bill. At the more local level, some interesting races to look out for are: In Manhattan: State Senator - 31st Senatorial District Adriano Espaillat (incumbent) Luis Tejada Robert Jackson After losing to Charlie Rangel in the June Democratic Congressional Primary, Espaillat is running for reelection for the State Senate seat he currently holds. After his Congressional loss, there has been speculation that Espaillat could lose some of his political clout in Northern Manhattan if he loses this seat or wins it was a small margin. Member of the Assembly - 72nd Assembly District Francesca M. Castellanos Manny De Los Santos Melanie Hidalgo Guillermo Linares Mayobanex Villalona With the conviction of Gabriela Rosa for an illegal marriage and other charges, this seat became vacant, Running for this now open seat is its former occupant, Guillermo Linares, and Espaillat ally, Manny de los Santos. Linares, the first Dominican elected to major elective office in New York City, is a rival of State Senator Espaillat and is facing Espaillat surrogate De Los Santos in yet another face-off between the two camps. If Linares regains this seat, it would be a blow to the Espaillat Northern Manhattan machine; if De Los Santos wins, it would signal the continued influence of Espaillat in the area. In The Bronx: State Senator - 33rd Senatorial District J. Gustavo Rivera (incumbent) Fernando Cabrera Incumbent Gustavo Rivera, who unseated the corrupt Pedro Espada for this seat and represents a new guard, is being challenged by social conservative Fernando Cabrera. Having bucked the Bronx Democratic machine last year by endorsing Melissa Mark-Viverito for Council Speaker, the Cabrera challenge is the machines payback for this break in ranks. Member of the Assembly - 78th Assembly District Fernando P. Tirado Jose Rivera (incumbent) Octogenarian José Rivera, a 30-ear political veteran who was once Chair of the Bronx Democratic County Committee, is being challenged by political newcomer and Lehman College staffer Fernando Tirado. Member of the Assembly - 79th Assembly District Michael A. Blake Lanita Jones George A. Alvarez Raul Rodriguez Marsha D. Michael Frederick Ricks This became an open seat with the conviction of Eric A. Stevenson on bribery, conspiracy and other related charges. There are two Latinos running among the 6 candidates vying for this office. If a Latino wins this seat, it would represent an increase in the number of Latinos serving n the Assembly. In Brooklyn Member of the Assembly - 51st Assembly District Ceasar Zuniga Felix W Ortiz (incumbent) Felix Ortiz has served this Sunset Park district in the Assembly for the last twenty years and currently chairs the Puerto Rican Hispanic Legislative Task Foce that sponsors the Somos el Futuro Conferences. He is facing a major challenge from political newcomer Ceasar Zuniga, who is Mexican-American. Zuniga has the support of fellow Mexican-American Carlos Menchaca (who was elected last year from the area to the City Council) and the UFT. Last year, a Puerto Rican incumbent lost her City Council seat to Menchaca who became the first Mexican-American to be elected to major political office in the city. The growth of the areas Mexican population is beginning to express itself politically, increasingly challenging what were once safe Puerto Rican seats. State Senator - 18th Senatorial District Debbie Medina Martin Malave Dilan (incumbent) This race represents the continuing struggle between The Political Ghost of Vito Lopez in the form of incumbent State Senator Martin Malave Dilan, and progressive stand-bearer and tenant advocate Debbie Medina. Dilan has been in the State Sebate since 2001 and before that was a Councilmember for 10 years. Medina has been a tenant organizer with the Los Sures nonprofit for close to 30 years. Dilan is being supported by Voice of Teachers for Education Committee, the Coalition for Public Charter Schools, the Neighborhood Preservation PAC, the New York State ALF-CIO, and Angela Battaglia, Vito Lopezs longtime girlfriend. Medina has support from Lincoln Restler, Marty Needelman of Brooklyn Legal Services Corporation A, Councilman Antonio Reynoso, Congresswoman, and the New Kings Democrats Andrew Sloat. At the more local level, there are Latinos running for the State Senate and Assembly. In addition, there are also races for state party positions of District Leader and County Committee, as well as for Judicial Delegates. These party and judicial convention delegate positions are largely controlled by the county party chairs and at best can e characterized as quasi-elections. Overall, there were 108 Latinos running for the 575 elective offices (18.8 percent of the total) on the ballot in these primaries in New York City. Latinos were best represented among the candidate4s for Judicial Delgates (20.7 percent) and Party Positions (17.9 percent. There were no Latinos running for Civil Court Judge (for which elections were only being held in Brooklyn) and State Legislative Seats (16.0 percent). As a percentage of the candidates for each borough compared to the Latino percentage of the boroughs population, , Latinos were best represented Manhattan (36.1 percent) and Brooklyn (20.3 percent). Latinos were least represented in The Bronx (17.7 percent), Queens (1.7 percent) and Staten Island (none.). Women made up only 9.8 percent of total Latino candidates for the higher level positions of State Senate and Assembly. They were best represented among the Latino candidates in Brooklyn (33.3 percent) and The Bronx (20.0 percent). For these State Legislative Seats, there were no women running among the candidates in Manhattan, Queens and State Island.
