Lerner is still refusing to testify before Congress unless they grant her immunity, which they should NOT do. They should subpoena her and if she refuses to testify, hold her in Contempt of Congress. I believe the U. S. House of Representatives needs to appoint a Select Committee like they did in Watergate, with a Special Counsel and Grand Jury to investigate IRS-Gate. If Lerner refused to testify before a Grand Jury, they could jail her until such time as she WOULD testify.
