Lesotho Red Cross Society invites applications from suitably qualified Basotho candidates to fill the positions of: Job Title : Health and Social Services Coordinator (HSSC) Grade RC 7 Responsible To : Programme Director JOB SUMMARY: Reporting to the Programmes Director, the HSSC provides overall guidance and support to the implementation of the LRCS’s Health and Social Services (Primary Health Care (PHC) , Orphans and Vulnerable Children (OVC), Water and Sanitation, strategic plan/framework and lead the co-ordination of the department. Specific tasks • Lead and strengthen the LRCS’s work in promoting a holistic and integrated approach to Health and Social Services- Strategies and approaches for PHC, OVC, Water and sanitation and community empowerment through the development, implementation and monitoring of a an LRCS. • Provide coordination to longer term programming support in the LRCS in health, social services, • Ensure the implementation of LRCS’s coordinated activities according to approved plans and budgets, and in compliance with LRCS’s procedures, regulations and policies • Carry out monitoring and evaluation in the department effectively and implement to the best international practice of shared learning and accountability. • Analyses, plans and implements Health and Social services policies in line with Federation strategy 2020, LRCS strategic plan 2013-2017 , the framework for Community Safety and Resilience and governmental Health policy frameworks. • Support LRCS’s Health and Social Services activities to become integrated within governmental frameworks. • Represent the LRCS’s in Health and Social Services fora with National authorities, ICRC, Federation, international and national organisations, and donor governments. • Support the strengthening of human resources at branch and community level, Health and Social Services health promotion teams and setup capacity including training staff and volunteers. • Lead the Health and Social appeal process, with the Federation on the scope and content of appeals and plans of action in line with standard operating procedures. • Ensure accurate and timely reports of HSS programmes and projects for Federation, ICRC and donors according to approved guidelines. • Support fund-raising possibilities and technical partnerships with relevant agencies in health issues. • Ensure sound planning and financial management for areas under his/her responsibility • Conduct timey appraisals, plan and supervise staff development activities. QUALIFICATIONS • Degree and / post graduate qualifications in Health Science or a relevant field • Minimum 5 years professional experience in work environment similar to the requirements of the position. • Good understanding of common national humanitarian environment • Experience in strategy development, developing tools and guidance, providing technical assistance and in establishing and maintaining networks. • Experience of managing, coaching and supporting staff • Experience of planning and managing finances and budgets KNOWLEDGE, SKILLS AND ABILITIES: Strong ability to work in a multi disciplinary team Integrity, commitment and respect for diversity Budget, proposals, and report writing Good interpersonal skills Good computer literacy (for preparation of proposals, reports and electronic communications).
