Let’s be clear about something - ERC is NOT and never was about relieving congestion (congestion pricing). Any traffic project that’s really trying to make an impact on congestion uses a mix of strategies - encouraging flextime, telecommuting, using public transport to replace cars (which also reduces pollution). ERC was and is purely and simply an extractive industry, a way of taking our money for the benefit of foreign investors and national and state politicians - and, of course, the omnipresent and omnivorous law firms. Local input was excluded, consultation was a farce, and local jealousies and personal feuds were exploited to the full - “divide and conquer” replaced “e pluribus unum” and “sic semper tyrannis.
