Lords against Commons: Upper House in UK delays Conservative Bill on EU referendum. With 80 amendments a successful filibuster. They raised eg the question of whether there should be a majority in favour in all separate parts of the UK- Scotland, England, Wales, Northern Ireland -for any referendum to be valid and the question of a 40% threshold for legitimacy. If in any referendum there was a big majority in favour in Scotland but a No to Europe in England, then calls for a new independence referendum would be awakened (assuming Scotland was not at that point already independent). The wording of the proposed referendum was also criticised but in the UK an independent commission looks at this in any case.
