Lots of media releases these days. Here is your update on Market St. Media Release For Immediate Release: Market Street Infrastructure Renewal Project Progress Update July 4, 2013. Liverpool, NS: When working in an area that has not had any significant upgrades in nearly 100 years, one must expect the unexpected. The Market Street Infrastructure Renewal Project in Liverpool has had many obstacles Brad Rowter, Director of Engineering and Works, reported to the Region of Queens Municipal Council on June 25th. He advised Council that some of the complications of the project include tidal influence of up to 7 feet of water in the trenches at high tide, underground wharves, the sewer line crumbling as the workers progress along the line, breaks in the water line as they work, many unknown lateral lines that need verifying, low hanging overhead utilities, and vandalism and theft of signs from the work site and detour areas. “It’s not the kind of job where you can just throw more men and equipment at it (to complete it faster),” said Rowter. “There is just a lot of things to deal with in working within such an old waterfront type street.” In the late 19th century, the area that is currently Market Street was a series of finger piers, wharves and docks. The area was slowly filled in to become a road. Rowter explained that what crews are finding as they dig under Market Street are large timbers from the crib work of the wharf system every few feet and they are intermingled with 100 year old water and sewer pipes and a fibre optic duct bank (a rough concrete encasement for the fibre optic communications lines). He advised that the Region’s crews must use great care when working to remove or cut off timbers, both to maintain the use of the sewer and water lines and to preserve the integrity of the fibre optic lines. The concrete encasing the fibre optic lines is rough cast, poured in place, and has irregular edges and pieces of jagged rocks attached. If the concrete is disturbed, it could damage the fibre optic lines. The age of the water main and sewer lines has been challenging as well, as they have been crumbling and collapsing as the workers dig and expose them. Crews have also encountered peat material under the roadway at the old shoreline location at the intersection of Market and Water Streets. Rowter advised that the project continues to be within budget, despite the challenges but it is too soon to know if the timeline of the project has been impacted. He said he has been disheartened by negativity directed to the work crews by the public as the work progresses. He advised that the job has been needed for a long time, that staff have been working long hours, and working shift work to accommodate the tides that have an influence on the trench work. It is expected that the work will be completed by late fall, barring any major setbacks. Rowter indicated that two-way traffic on Market Street will be restored as soon as possible.
