Lots of systemic reasons as well as some not so. There are certainly lots of good uses that excess housing stock might go to if the market were more free of croneyism, banking excesses and senseless regulation. And, ultimately, in many cases the examples of Utahs Housing First program (not to mention Margaret Thatcher and Right to Buy) show that this might be a case where some public investment could be cost effective.
