MAENDELEO MASHINANI: According to the latest Report by the Controller of Budget; in the Financial Year ending June 2014, MCAs/Councillors spent Sh. 2.4 Billion on sitting allowances (besides salaries), Sh. 3.7 Billion on Foreign and Local Travel and Sh. 6.3 Billion on cars. Governors and County Executives have spent nearly 50% of the same amount in similar endeavours. Governors, County Executives & MCAs have raised the demand for new cars to the highest levels since independence. The money they are spending on these luxuries is not just the percentage Counties are receiving from the National Government as Exchequer Revenue, but also the fees they are collecting from mama mbogas in local markets, bodaboda riders and parking fees from motorists and PSV Matatu Operators. Now you know why Councillors want Loneliness Allowance for their wives, concubines and girlfriends; they are too busy travelling or ever in meetings, at your cost! Uasin Gishu Councillors received the highest amount of sitting allowances nationally, average of Ksh. 235,743/- per Councillor per month besides salary. The laziest Councillors are in Coast region where Taita Taveta County ones earned an average of Sh. 15,827/- per month.
