MAKUENI COUNTY PUBLIC SERVICE BOARD VACANCIES Dates: Sep 11 2014 to Sep 24 2014 Makueni County Public Service Board wishes to recruit competent and qualified persons to fill the following positions as per the Constitution of Kenya 2010 under Article 176 and the County Government Act No. 17 of 2012 section 45, 50 and 51 1.DIRECTOR:INFRASTRUCTURE (PUBLIC WORKS, HOUSING AND ENERGY)-1 POST (JOB GROUPR) The Director will be answerable to the Chief Officer in the Department and will be responsible for the following tasks: Development, implementation and evaluation of the relevant division strategic plans, programmes and projects in collaboration with other Departments and stakeholders. Planning and supervision of the relevant division’s pr ogrammes and activities. Organization, direction, control and the co-ordination of the functions of the division. Interpreting and applying Nationaland County laws and other related statutes in the relevant division in line with the County goals and objec tives. Developing appropriate County departmental policies, legal and institutional frameworks for the implementation of the mandate of the Division. Handling administrative, Human Resource and asset management issues. Oversee preparation of annual work plans and financial budgets. Ensuring strict compliance with all financial, budgetary and procurement procedures. Co-ordination of production, documentation and dissemination of the relevant division’s information. Provide advice and guidance in recruiting, hiring and staff development. Perform other duties that may be assigned from time to time by the Chief Officer. Requirements for appointment Be a Kenyan Citizen Be a holder of at least a first degree from a recognized university in Kenya in the relevant field. A Master’s degree in the relevant field will be an added advantage. Have relevant knowledge and experience of not less than seven(7) years in Public service or the Private sector. Demonstrate a high degree of professional and technical competence as reflected in work performance and results. Demonstrate a thorough understanding of devolution, the County development objectives and Vision 2030. Be conversant with Policy formulation and implementation. Be a strategic thinker and result oriented. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity. Be computer literate. 2.YOUTH DEVELOPMENT OFFICERS-5 POSITIONS (JOB GROUP M) The Primary purpose is to support and coordinate the implementation of youth and sports activities in the County. Qualification/requirements Degree in social sciences/development studies/project management/community development At least 5 years’ experience working on youth related/community development issues Project management skills 3.SOCIAL DEVELOPMENT OFFICERS-5 POSITIONS (JOB GROUP M) The Primary purpose is to support and coordinate the implementation of youth and sports activities in the County. Qualification/requirements At least a Degree in social sciences/development studies/ Social work/project management, community development/gender studies or a diploma in community development and 5 years working experience in community development/gender related issues At least 5 years’ experience working on youth related/community development issues Project management skills Those with experience working with persons with disabilities will have an added advantage 4.SPORTS DEVELOPMENT OFFICER-1POST (JOB GROUP M) The Primary purpose is the promotion and nurturing of sports potential within the county, Development and implementation of sports programmes/projects in the county as well as coordinating sports activities in the County. Qualification/requirements A degree in a related subject such as sports development, sports coaching or sports science At least 5 years’ experience in sports development Project management skills Willingness to work over the weekends 5. SOCIAL DEVELOPMENT OFFICER (DISABILITY MAINSTREAMING) - 1 POST (JOB GROUP M) The officer will be stationed located at the headquarters. The primary purpose is to support the Department in promoting the socio-economic empowerment of persons with disabilities within the County. Support the Department in ensuring that Persons with Disabilities have access to materials and devices to overcome constraints arising from their conditions. Support the development and implementation of the disability mainstreaming programmes Qualification/requirements At least a Bachelor degree in Social Sciences, Social work , Community Development , Disability Studies, or other fields relevant to the thematic area A minimum of 5 years’ practical experience working on disability issues Knowledge of national, regional and international instruments relating to Persons with Disabilities and general human rights Persons with disabilities will be more preferred. 6.PUBLICATIONS OFFICER: 1 POST (JOB GROUP N) Reporting to the Director Basic Education and Training, the Officer will lead the process of building, cultivating, advocating for, responding to, monitor ing and growing the publication and brand entity on behalf of the county, conveying the strategic vision and mission as well as programs and services through diverse channels and to diverse audiences. Duties and Responsibilities Overseeing the county publication and documentary. Building and managing county digital media and other data bases of news/information on the County function. Making sure that the publication process runs smoothly. Making sure that publications are printed on time. Liaising with advertising and productions department. Create a dynamic and unified presence on all print, web, and social media platforms for career services. Develop and implement branding strategies for county, its units and its programs. Draft internal and external branding and through consistent outreach to career services units; gather, promote, and edit digital content. Provide writing, editing, and production oversight for print and electronic media. Qualification/requirements Undergraduate degree requir ed or equivalent combination of education and experience in media, development or corporate communication. Masters degree in a related field will be an added advantage Minimum of 5 years experience in Education, communications, print, electronic and social media management, publications, or related field. Sound analytic capacities; ability to address complex concepts and to prepare written material in a clear, concise and meaningful manner with a high level of accuracy and attention to detail. Highly organized, able to effectively develop and manage own work programme with minimum supervision, to prioritize time and resources when working on multiple projects simultaneously, and to ensure that deadlines are met and work is completed efficiently. Ability to liaise effectively and professionally with senior management, colleagues, external collaborators, contractors and suppliers. Demonstrated expertise in creating, developing and producing a variety of publication materials, brand entity, multimedia and social media communication platforms. Must be able to evaluate and implement new and emerging media technologies. Advanced written and verbal communications skills with solid editing abilities. 7.BACKHOE LOADER OPERATOR-2 POSITIONS (JOB GROUP F) Must have at least a Certificate of secondary education with minimum grade of C- Must have a valid driving license. (Special) Must have a basic training in plant & equipment operations and maintenance. Must have basic understanding of the plant/equipment. Must have a minimum of 2 years experience as an operator (backhoe loader option). Basic first Aid training experience /certificate will be an added advantage Having a certificate with the National Youth Service will be an added advantage. 8.ROLLER OPERATORS-2 POSITIONS (JOB GROUP F) Must have at least a Certificate of Secondary education with minimum grade of D+ Must have a valid driving license (Special) Must have a basic training in plant & equipment operations and maintenance Minimum 2 years experience as an operator will be an added advantage. Basic first Aid training experience /certificate will be an added experience Having a certificate with National youth service will be an added advantage. 9.GRADER OPERATORS-2 POSITIONS (JOB GROUP G) Must has at least a certificate of secondary Education with a mean grade of C- Must have a valid driving license (special) Must has a basic training in plant& equipment operations and maintenance (at least a certificate) A minimum of 2 years experience as a grader operator with known construction companies. Must has basic understanding of the plant/equipment Experience in pavement layers processing /construction (level trimming) will be an added advantage. Basic first aid training experience /certificate will be an added ad vantage. Having a certificate with National Youth Service will be an added advantage. 10.DOZER OPERATOR-D6-1 POST (JOB GROUP G) Musthave at least a certificate of Secondary Education with a Mean grade of C- Must have a valid driving license (special) Must have a basic training in plant & equipment operations and maintenance (at least a certificate) A minimum of 2 years experience as a grader operator with known construction companies. Must have basic understanding of the plant/equipment. Basic first Aid training experience /Certificate will be an added advantage. Having a certificate with National Youth Service will be an added advantage 11.TRACK EXCAVATOR OPERATOR-1 POST (JOB GROUP G) Must have at least a certificate of secondary Education with a mean grade of C- Must have a valid driving license (special) Must have a basic training in plant& equipment operations and maintenance (at least a certificate) A minimum of 2 years experience as a grader operator with known construction companies. Must have basic understanding of the plant/equipment Basic first Aid training experience /certificate will be an added advantage. Having a certificate with National Youth Service will be an added advantage. 12.TRUCK (TIPPER) DRIVER-4 POSITIONS (JOB GROUP G) Must have at least a certificate of secondary Education with a mean grade of C- Must have a valid driving License Must have a basic training in motor vehicle operations and maintenance. Minimum of 2 years experience as a truck driver. Basic first Aid training experience /certificate will be an added advantage. Having a certificate with National Youth Service will be an added advantage Having a special type driving training will be an added advantage.
