I can not understand what our government are doing NOW relative to the Philippine Maritime Industry specifically to the seafarers. Is this really an application of the LAW OF DIMINISHING RETURN in contrast to the LAW OF SUPPLY AND DEMAND or a mere TRIAL and ERROR without knowing its effect now and in the future? It is very clear that we have the Maritime Industry Authority (MARINA) as a SINGLE MARITIME ADMINISTRATION created under R.A. 10635 responsible for the Implementation and Enforcement of International Convention on STCW 78, as amended, and International agreement and covenant related thereto. Why the Maritime Labor Convention (MLC) 2006 which is purely an International Convention has to be implemented by the Department of Labor and Employment (DOLE) and NOT by MARINA in accordance with the mandates of R.A. 10635, and... WHY the functions of the Professional Regulation Commission (PRC) which is not found in STCW Convention and its Code nor be considered an International Convention specifically on the issuance of professional license to Marine Deck/Engineer Officers after passing the Board Examination given by the Board has to be transferred to MARINA by 2015 (transition period is from Nov. 16, 2014 until MARINA is ready to give Board Examination by 2015) which is outside the mandates of the law? Of course MARINA can issue the COC and COE in accordance with the mandates of STCW Convention after passing the Board examination given by the PRC, but I strongly object and opposed that MARINA will be the one to give Board examination and professional license to Marine Deck/Engineer Officers because their mandates is only limited to STCW Convention and other International Convention relative to seafaring industry. Huwag nila dapat paki-alaman ang privilege na ibinibigay ng ating Constitution na tawagin na isang professional ang isang Filipino at bilang isang Filipino kagaya rin nila na namumuno dito sa ating bansa at lalo na ang namumuno sa MARINA, dapat mag respituhan lamang tayo dahil our common goal is one, RESPECT AND BE RESPECTED. Sabi ng mga sumusuporta sa MARINA bakit daw namin ni Engr Nelson Ramirez binabatikos ang MARINA at bakit hindi nalang kami tumulong? Binabatikos namin ang MARINA dahil ang kanilang ginagawa ay hindi maka resolba sa deficiency na nakikita ng EMSA. Ang nakikita ng EMSA since 2006 ay INEFFECTIVE MONITORING AND INEFFICIENT QUALITY MANAGEMENT SYSTEM IMPLEMENTATION sa mga maritime schools, training centers including our certification system. Ngayon pupunta si Presidente Aquino sa Europe at maki pag meeting sa European Union, ang INEFFECTIVE AT INEFFICIENT na nakasulat sa itaas ay ma resolba kaya sa meeting nilang ito? Walang sinasabi ang EMSA na palitan natin ang batas na R.A. 8544 An act regulating the practice of the Merchant Marine Profession in the Philippines ng batas na R.A. 10635, lalo na ang paglipat ng functions ng PRC to MARINA. Corruption ang dahilan at dapat mawala yan sa MARINA, CHED, TESDA, NTC at DOH at hindi ang pagbaba ng morale value o profesionalism ng marino ang sagot dito. MALIWANAG YAN... Is it not that what is clearly stipulated on STCW Convention and its Code are only focus on education, training, assessment and certification? The professional license issued by PRC to Marine Deck/Engineer Officers after passing the Board Examination is separate, distinct and different to than that Certification demanded by STCW Convention. BAKIT ANG ATING MGA KASAMAHAN NA DATI-DATI IPINAGLALABAN ANG KAPAKANAN NG ATING MGA MARINO AY NGAYON DAHIL TUMANDA NA AY UMURONG AT NAGPALIT ANG KANILANG ISIPAN AT KUMAMPI SA BULOK NA PATAKARAN O SISTEMA NG MARINA? Mag tulong tulong tayong mga marino at ipaglaban natin na manatili sa PRC ang issuance ng Professional License at huwag tayo pumayag na MARINA ang magbigay dahil karapatan natin yan bilang isang Filipino na tawagin na professional matapos natin maipasa ang Board Examination na ibinigay ng Board of Marine Deck/Engineer Officers. KUNG NAGAWA NG MGA TEACHER NA ILIPAT SA PRC AT HINDI NA SA CIVIL SERVICE COMMISSION ANG SUKATAN NG KANILANG PAGKA PROFESSIONAL, BAKIT TAYONG MGA MARINO AY MATAKOT LUMABAN PARA SA ATING MGA KARAPATAN?
