MASSIVE BREAKING NEWS: The Final Countdown Has Begun - If You Are One of the Many That Know Something - SAY SOMETHING The unprecedented levels of lawlessness and public corruption committed by the deJongh administration over the past eight years extends right inside of the Virgin Islands Department of Justice. In many ways this department was used as a shield for ongoing public corruption activities which crippled the Virgin Islands government. Despite the hijacking of what should have been a “law enforcement” operation in the name of the people of the Virgin Islands, there was one very brave Assistant Attorney General by the name of Ernest Bason (Former Chief Criminal Division 2001-2007) who fought back against the lawlessness that was occurring inside of VI Department of Justice. Attorney Bason had the courage, moral fortitude, and conviction to stand up against the corruption of justice waged by Attorney General Frazer and initiated an Unauthorized Practice of Law (UPL) complaint against Wilson J. Campbell, then Acting Chief Criminal Division, for his illegal activities. Wilson Campbell illegal activities was not only limited to the Virgin Islands Department of Justice as it was discovered that the New Jersey Supreme Court had publicly reprimanded him for his misconduct as a municipal court judge. Attorney Bason was later fired by Governor deJongh and retaliated against for the filing of his UPL complaint. This brave law enforcement officer was put through many unnecessary court battles to win his job back and was humiliated all the way to his “untimely” suspicious death in early September 2013. A 2014 Third Circuit Court of Appeals decision was also hindered by Attorney Bason untimely death which is noted by that court. Prior to Attorney Basin’s untimely death, the VI Supreme Court had ordered the VI Bar on October 30, 2012 to investigate Attorney General Frazer as a result of the UPL complaint and as of January 2015 there have been no mention of the outcome of this investigation. On September 16, 2013, the Virgin Islands Supreme Court affirmed in JUDGEMENT order S. Ct. Misc. No. 2012-0016 that Wilson J. Campbell did in fact engaged in the unauthorized practice of law. The Virgin Islands Supreme Court also issued its OPINION OF THE COURT on September 16, 2013 which explicitly stated that: “Moreover, although sections 112 and 113 grant the Attorney General the authority to delegate duties to Assistant Attorneys General, these provisions do not authorize the Attorney General to order Assistant Attorneys General to commit illegal acts. Importantly, section 114 of title 3 provides that any rule, regulation, or other practice employed by the Attorney General with respect to the administration of the Department of Justice and its personnel may not be “inconsistent with law or other regulations authorized by law.” This “SMOKING GUN” in this OPINION OF THE COURT can be found in D. Remedies, page 39 (28): “In addition, the record reflects that Campbell earned a $105,500.00 annual salary while employed as the “Chief of the Criminal Division,” despite lacking the qualifications to hold the position.... Pursuant to its inherent power to regulate the practice of law, this Court could also order him to disgorge and reimburse this wrongfully earned compensation to the Government.” The “record” the Virgin Islands Supreme Court alluded to is a July 2, 2009, job offer letter from Attorney General Frazer to Wilson Campbell in which FEDERAL American Recovery and Reinvestment Act of 2009 (ARRA) “stimulus funds” was allegedly used to bankroll this illegal UPL. Not only did Attorney General Frazer facilitate Wilson Campbell Unauthorized Practice of Law (UPL) through his direct supervision, the record is also pointing to “FEDERAL TAX PAYERS” dollars being the financial source to allegedly bankroll this illegal act. It is unclear why didnt the VI Supreme Court take on a more aggressive position to recover the undeserved tax payers’ dollars from Wilson Campbell. In closing it should be noted that no autopsy was conducted on Assistant Attorney General Ernest Bason body by the VI medical examiner, who also reports to the Attorney General, to determine his cause of death even though a public statement was issued by Chief Deputy Attorney General Wayne Anderson that it was expected to be conducted. Why wouldnt the Attorney General want the exact facts surrounding the cause of death of one of his Assistant Attorney General who did not show up to a scheduled court hearing and later found dead in his home? The law is clear as to what was expected of the medical examiner whether or not the Attorney General wanted to know the cause of death of Assistant Attorney General Ernest Bason. Why wasnt this law followed: TITLE THREE Executive Chapter 8. Department of Justice § 115. Medical Examiners; general duties; investigation; advice; consultation, examinations; analyses and reports (2) to investigate the death of every person dying within the Virgin Islands, or whose body is found within the Virgin Islands which is or appears to be: (iii) a death occurring in a suspicious, unusual or unexplained manner; (v) a death while unattended by a physician, SO FAR AS CAN BE DISCOVERED, or where no physician able to certify the cause of death as provided by law can be found; (d) In the course of the investigation, the Medical Examiner SHALL make or cause to be made such examinations, INCLUDING AN AUTOPSY, as in his opinion is necessary to establish the cause of death, or to determine the means or manner of death, or TO DISCOVER FACTS, which is requested in writing by the Attorney General, the United States Attorney or the Police Commissioner; Provided, however, THE MEDICAL EXAMINER, SHALL PERFORM AN AUTOPSY, AS PROVIDED UNDER THE PROVISIONS OF THIS SUBSECTION, WITHIN 24 HOURS AFTER HE HAS TAKEN CHARGE OF A BODY AS PROVIDED UNDER SUBSECTION (B) OF THIS SECTION. The authority to make any examination as provided in this section includes authority to remove, retain and transport or send, for the purpose of the examination, any tissue or organs and any portable object. We are monitoring these events very closely to see if any law enforcement action is going to be taken against the deJongh administration for its years of lawlessness. We can’t help but wonder if bodies are being left behind as the most corrupted governor in Virgin Islands history makes his exit from the VI government at 12 noon on Monday January 5, 2015. The Territory is waiting to see what action will the Mapp/Potter administration will take to immediately bring Governor deJongh to justice. It is also unthinkable that Federal law enforcement will stand by and let this lawlessness to continue without any accountability.
