MHRD, BESU teachers launches prolonged agitation movement eventually Transformation of BESU to IIEST, Shibpur Brief History of a Decade-Long Journey 2003: MHRD, GOI, constitutes S K Joshi Committee with a view to establish more IITs in India. 2004: Central Government changes, Congress-led UPA coming to power replacing BJP-led NDA. 2005: Joshi Committee submits report recommending a group of seven institutes for upgrade to the level of IIT. A nascent University, BESU, makes it to the list of seven. 2005: MHRD constitutes another committee, the Anandakrishnan Committee, to assess the potential of the selected institutions for transformation to the level of IIT, an Institute of National Importaance. 2006: Anandakrishnan Committee submits report in February to MHRD recommending formation of a new cluster of INIs through an Act of Parliament. BESU tops the list of five proposed Indian Institutes of Engineering Science and Technology (IIESTs). 2007: Sensing utter unwillingness of WB State Govt. to handover BESU to leading to relay hunger strike and then indefinite fast. On Feb 23, WB Govt. relents and the Chief Minister writes to Centre giving go-ahead for the upgrade. 2007 (Dec 28): MHRD writes to WB Govt. stating in-principle agreement to upgrade and proposing admission from 2008. 2008: Governments at Centre and State fail to agree on admission and governance models. In the mean time, MHRD announces creation of eight new IITs. 2009: MHRD abruptly writes to WB Governor informing postponement of upgrade. BESU teachers swing into action again, following up with Ministers at State and Centre and also with State MPs. 2010: The Union Cabinet, in its meeting held on 12th October, 2010, approved the proposal of the Department of Higher Education for taking over Bengal Engineering and Science University (BESU), Shibpur and its conversion to Indian Institute of Engineering Science and Technology (IIEST), Shibpur; with a total five years’ project cost of Rs. 592.20 Cr. (Rs. 300.30 Cr as non – recurring cost towards capital expenditure and Rs. 291.90 Cr. as recurring expenditure) [Ref. PIB, GoI dt 12.10.2010]. BESU, Shibpur will be upgraded to IIEST, Shibpur by suitably amending the National Institutes of Technology Act 2007, with special clauses, which should reflect its exclusive character [Ref. D.O.No. 25-1/2008. T.S.1 dt.24.11.2010]. 2011: MHRD spends year to complete formalities of bill making. In the mean time six new IIMs come into being, three in 2010 and three more in 2011. 2012: The National Institutes of Technology (Amendment) Act 2012 has been introduced for inclusion of Indian Institutes of Science Education and Research (IISER) as Second Schedule. The Union Cabinet in its meeting held on 20th December, 2012 has approved the aforesaid proposal to amend the National Institute of Technology (Amendment) Act, 2012 for conversion of the Bengal Engineering and Science University (BESU), Shibpur, West Bengal to Indian Institute of Engineering Science and Technology (IIEST) – Shibpur 2013: THE NATIONAL INSTITUTES OF TECHNOLOGY, SCIENCE EDUCATION AND RESEARCH (AMENDMENT) BILL, 2013 [BILL NO. 30 OF 2013], WAS INTRODUCED ON 4TH MARCH, 2013 IN THE BUDGET SESSION OF THE PARLIAMENT. Though the above Bill was enlisted in the successive LOBs for consideration and passing in the Lok Sabha during Budget Session 2013 of the Parliament, the bill could not be discussed owing to continuous adjournments of both the Houses on several occasions for several days together. In the ongoing monsoon session of the parliament that the bill disappears from the list of pending bills for discussion and reportedly sent to Parliamentary Standing Committee.
