MINUTES OF PROCEEDINGS OF THE NATIONAL ASSEMBLY FRIDAY, 28 MARCH 2014 The Assembly met pursuant to the adjournment. 1. The Speaker took the Chair and read the Prayer and Affirmation. 2. Ms. !Nawases-Taeyele laid upon the Table: Report of the Members of the Pan African Parliament who attended its Fourth Ordinary Session on the Celebration of its ten years anniversary during the period of 10 – 19 March 2014 in Midrand, Johannesburg, South Africa, for discussion. 3. Dr. Amweelo moved without notice: That the proceedings on Votes 9, 13, 14, 15, 16 and 23 of the Appropriation Bill be, in terms of Rule 90 of the Standing Rules and Orders, not interrupted if still under consideration at 12:30. Agreed to. 4. Ministerial Statement in terms of Rule 89 of the Standing Rules and Orders: The Minister of Foreign Affairs informed the Assembly about Agenda 2063 that will be adopted at the next AU Assembly of the Heads of State and Government, to be held in June 2014 in Malabo, Equatorial Guinea. 5. Announcement by the Speaker: The Speaker announced that the Memorial Service of late Mr. Godfrey /Khaesen Gaoseb will take place today, 28 March 2014 at 18:30 at the Windhoek City Congregation Lutheran church. The Funeral Service will take place tomorrow, 29 March 2014 at 09:00 from the Windhoek City Congregation Lutheran Church, followed by the burial at the Pionierspark Cemetery. 6. FIRST ORDER READ: Resumption of Committee Stage – Appropriation Bill [B.3 – ‘14]. The Minister of Finance moved, seconded by Mr. Maamberua: That the Assembly now goes into Committee. Agreed to. ASSEMBLY IN COMMITTEE: The Chairperson of the Whole House Committee stated that when progress was reported on Wednesday, 26 March 2014, Votes 13, 15 and 16 had been introduced and Votes 1, 2, 3, 4, 5, 6, 7, 8, 10, 11, 17, 18, 19, 24, 25, 26, 27, 28 and 30 had been agreed to. Vote 9 – “Finance”: Introduced by the Minister of Finance. Vote 23 – “Works”: Introduced by the Minister of Works and Transport. Vote 14 – “Labour and Social Welfare”: Introduced by the Minister of Labour and Social Welfare. Vote 13 – “Health and Social Services”: Discussed and agreed to. Vote 15 – “Mines and Energy”: Discussed and agreed to. Vote 24 – “Justice”: Discussed and agreed to. ASSEMBLY RESUMED: Progress reported and leave given to sit again. 7.
