Meet the new Consul General-Nominee for HK The Department of Foreign Affairs in Manila has recently endorsed the nomination of Ms. Bernardita Leonido Catalla as the Philippines’ next consul-general in Hong Kong. Catalla, who holds the rank of Chief of Mission Class II at DFA, currently holds the position of executive director of the Office and Asian and Pacific Affairs. Her nomination has reportedly been forwarded to Beijing for approval through the issuance of exequatur. Once that is granted, Catalla will assume the top diplomatic post in Hong Kong. She takes over the post vacated by Noel M. Servigon, who has gone back to the DFA after completing the mandatory six years tour of duty abroad, and now works as secretary at the Board of Foreign Service Administration. An earlier nominee for the post, former ambassador to Syria Wilfredo Cuyugan, has declined to move to Hong Kong for unknown reasons, despite receiving Beijing’s blessings. Catalla is a 20-year veteran of the foreign service, whose last posting abroad was as consul at the Philippine Embassy in Jakarta. She holds a bachelor’s degree in Communication Arts, major in writing, from the University of the Philippines in Los Banos, and a master’s degree in Development Studies from the Institute of Social Studies at the Hague, The Netherlands. She also has completed all the required course work for an MA in Communication Research at U.P. Diliman, except for the thesis.
