Memorandum Bravo To: Van Nuys Neighborhood Council Members CC: Shannon Eastenson, Lance Oishi, Mayor Eric Garcetti, Grayce Liu, Thomas Soong, Jeff Brill, Richard Hopp From: George Christopher Thomas, President of the Van Nuys Neighborhood Council Date: 7/12/2013 Re: Bus Bench Outreach & Procedure to Implement This Particular Action As I was poking around the Empower LA website before taking my required funding training, I found a very interesting and promising endeavor for outreach. It seems that we have free and unfettered access to the bus benches in our district, provided we pay for the printing of the posters. This is something we need to act on immediately, and I will be putting it on the Executive Committee Agenda for consideration at the General Meeting. I believe we should spend $999 or less on the printing of posters for the bus benches in Van Nuys. And as the Chairman of the Executive Committee, I propose a formal and lengthy discussion at the next meeting as to what the posters will look like, and how many we would like to print up. Firstly, we need to know the exact number of bus benches we have access to for our posters, then we can determine how many posters to print. Price quotes for printing are also an important first step in starting the process. Below you will find additional information on this exciting new development in our outreach efforts. If you have any ideas on this or anything to add, please post your thoughts on our Facebook page and come to the next Executive Meeting, being held on Monday, August 5th, 2013. The following is the relevant excerpt from the Empower LA website: “Neighborhood Councils can place their posters for free on LA’s new Bus Benches as the result of a new contract with Martin Outdoor Media if the NC covers the cost of producing the posters. The City of LA has more than 15,000 bus stops but only a quarter of those stops have bus benches. This is a great opportunity for Neighborhood Councils to advocate for bus benches where they are needed and to tell the Neighborhood Council story. The new contract with Martin Outdoor Media will focus on swapping out the old Norman benches for the new Martin benches, which can be installed at locations with no CBS Decaux shelter. Finally, the 15 Council Districts will be brought up to a minimum of 300 bus benches each. Council Districts 7, 8, 9, and 14 are all below the minimal threshold. Through all of this, it is important that the community is working with LA’s Bureau of Street Services to ensure that the benches are being placed based on the needs of the community, not the convenience of the vendor. The City of LA’s contract with Martin Outdoor Media generates significant revenue that goes to the City Council offices and also comes with the under-utilized right to use the advertising space for the benefit of the local community.
