But if Denham’s claims are true, that means claims from mainstream media figures that immigration reform was “dead” have turned out to be false. If Boehner allows any immigration bill to the floor without the support of the majority of the House GOP conference, he will be breaking a promise he made earlier this year that he would follow the Hastert Rule—an informal but usually-followed rule of thumb that the Speaker of the House will not consider legislation before garnering the support of the majority of the House majority. House Budget Committee chairman Rep. Paul Ryan (R-WI), who is currently co-writing a bill that would legalize the status of Americas at least 11 million illegal immigrants, suggested in July that he thinks Boehner should break his previous promises to the GOP conference on the Hastert Rule.
