Missing SPINES!! The phenomenon of the spine being misplaced or lost, and then being rediscovered has long been known in bureaucratic circles. A well known story in those circles is that when civil service probationers go to the National Academy of Administration at Mussorie for the foundation course, their spines are taken away for safe keeping as they are a hindrance in their functioning as bureaucrats. The spines are kept at the Academy all through their service period and are returned to them when they retire. Of course, as typically happens in any government outfit, some spines are declared misplaced and never found, so some former bureaucrats remain without their spines all their life. Evidence of this phenomenon is starkly visible on television screens almost everyday when senior, retired bureaucrats lament about what has not been done, or what should have been done, with no thought to why it was not done when they were in the government. The proof of the other variety, whose spines are misplaced and not returned to them, is found in what are called select gathering where such people congregate and express almost identical views in off-the-record discussions. These latter folks are not able to express themselves publicly because their spines have not been returned to them.
