Mr. Dinh La Thang, Member of the Central Party Committee, Minister of Transport, worked in Hai Duong on October 2 afternoon. Transport Minister Dinh La Thang addresses the working session Mr. Nguyen Anh Cuong, Vice Chairman of the Hai Duong Provincial People’s Committee (PPC), reported results of state management in the transport field, development of transport infrastructure, assurance of traffic order and safety, motor vehicle registration, and vehicle loading control. The PPC suggested that Minister Dinh La Thang pay attention to addressing some existing difficulties and obstacles, such as the need of specific regulations on the operational structure and personnel structure of mobile vehicle load check-points; equipping standby scale, automobiles, and rescue vehicles to coerce violation cases opposing to obey requirements given by the functional forces; and sufficient arrangement of weigh stations on national highways for simultaneous vehicle loading control. Hai Duong authorities proposed upgrading of provincial road No.388 to the Ministry of Transport to a national road; authorizing the provincial governmental authorities to manage the sections of national highways No.18 and No.38 crossing over the province; and moving the section of Ha Noi – Hai Phong railway running across Hai Duong city northwards to organize the traffic to be suitable to urban scale of Hai Duong city as a grade I urban area by 2020. The Ministry of Transport was asked to advise the Government to introduce sanctions for vehicles failing to pay road maintenance fees. The central Road Maintenance Fund reserved VND60 billion from 35% allocated to the local Road Maintenance Fund for the repair of some heavily damaged sections of provincial roads 389B, 392B, and 396. Minister Dinh La Thang inspects the progress of the project of upgrading and renovating national highway 38 The Ministry of Transport was also requested to pay attention to allocating funds for early completion of the project of upgrading and renovating national highway 37; capacity building for inland waterway transport agency in Hai Duong province; considering investment in a pedestrian overpass over national highway 5 to serve workers in Lai Vu industrial park, etc. Transport Minister Dinh La Thang appreciated the traffic safety assurance and traffic development in the province. The minister stated that Hai Duong is the leading locality in the whole country in transport management and tightening of vehicle loading control. Minister Dinh La Thang agreeed with the PPC’s proposals and assigned the ministry’s appropriate authorities to coordinate with provincial ones in conducting actual surveys, inspections, and implementation in the coming time. Minister Dinh La Thang suggested that Hai Duong authorities continue to drastically perform the Traffic Safety Year of 2014; realize solutions to ensure sustainable traffic safety; early take measures for inland vehicle registration; and coordinate with investors to execute and expeditiously complete site clearance for traffic projects in the province. Later the same day, Transport Minister Dinh La Thang and Hai Duong PPC leaders inspected the execution progress of the project of upgrading and renovating national highway 38 (under BOT mode) connecting NH1 to NH 5 and visited Hai Duong Motor Vehicle Registration for Inspection Center and the provincial Mobile Vehicle Loading Check-point on NH5.
