Mr. Pawan Chamling while holding the office of an MLA, Chairman of Sikkim, Distilleries, Minister and the Chief Minister of Sikkim from 8th March 1985 onwards, misused his position and amassed wealth disproportionate to his known source of income, both in his own name and in the name of his dependents or effected Benami transactions on his behalf. Some of such assets illegally acquired by him during the said period are detailed below: (1). Mr. Pawan Chamling managed to get a government site at Namchi Bazar on way to Damthang vide Serial No.166:14(2) 1987 and constructed an RCC Building on it at an approximate cost of Rs.15 lakhs in 1987. (2).Mr. Pawan Chamling purchased a land at Gumpa Ghurbesey, Namchi, in the name of his second wife, Mrs. Tika Maya Chamling, for the construction of their main residence, at a cost of Rs.65 lakhs. (3). Mr Pawan Chamling constructed another beautiful Building just by the side of main house at an approximate cost of Rs. 30 Lakhs. (4) Mr. Pawan Chamling built a magnificent and spacious RCC House after dismentling the main house at Gumpa Ghurbisey. The House No. of the main new building is 122 and the approximate cost of the same is Rs. 1 crore. (5).Mr. Pawan Chamling used his influence as Minister and ordered to construct a huge concrete protective wall at Gumpa Ghurbisey, Namchi, and leveling of site for his main building on Public Works Department’s expenditure of approximately Rs.80 Lakhs. (6). Mr. Pawan Chamling ordered to build a concrete & Iron Boundary fence for his Main Residence at Gumpas Ghurbesey, Namchi at an approximate cost of Rs.25 LakhS. (7). Mr. Pawan Chamling constructed an RCC Building at Namchi Bazar just by the side of Monohar’s Building known as Hotel Nayuma in the name of Mr. Chamling’s Brother-in-law, Mr. B. B. Rai costing approximately Rs.60 Lakhs (8). Mr. Pawan Chamling constructed a huge “White House” at Rangang, South Sikkim, costing approximately Rs.95 Lakhs. (9). Mr. Pawan Chamling erected costly Flower Sheds made up of Iron Rods with CCM works in Gumpa Ghurbisey, Namchi in the Main House compound costing Rs.13 Lakhs. 10). Mr. Pawan Chamling gave order to the Department of PWD to construct a Link Road leading to his Horticulture Garden and Private House. The Link Road connects Namchi-Damthang Road with Namchi Namthang Road costing Rs. 90 Lakhs. (11) Mr. Pawan Chamling purchased a wooden House from Mr. Balak Saha alias Kaluwar (Mrs. Nandi Devi) at MG Marg, Gangtok Bazar in the name of his brother, Mr. Rupen Chamling alias Mr. Rup Narayan Chamling measuring 110 x 30 ft. and costing Rs.35 Lakhs. (12). Mr. Pawan Chamling constructed an RCC Building in the name of his brother Mr. Rup Narayan Chamling costing Rs.70 Lakhs in M. G Marg, Gangtok on the land where the wooden house of Mr. Balak Saha existed and bought in the name of his brother, Rup Narayan Chamling. (13). Mr. Pawan Chamling purchased Hotel Dreamland at Paljor Stadium Road, Gangtok, in the name of his eldest son, Mr. Bishal Chamling at Rs. 70 Lakhs. (14). Mr. Pawan Chamling purchased land bearing Plot No. 173/11:64, area 0.0200hectre and another plot with an area of 949.12 Sq. ft. at Tadong Bazar, Gangtok in the name of his first wife, Mrs. Dhan Maya Chamling costing Rs.7 Lakhs. He constructed a 6-storeyed building on such land at Tadong Bazar for her at an approximate cost of Rs. 50 Lakhs. (15). Mr. Pawan Chamling purchased a site at Tadong near Krishi Bhawan just below 31A NH in the name of his brother, Rup Narayan Chamling at a cost of Rs. 5 Lakhs and constructed RCC Building there at an approximate cost of Rs. 70 Lakhs. (16). Mr. Pawan Chamling purchased a site at Tadong near Krishi Bhawan just below NH 31A in the name of his brother, Mr. Pratiman Chamling at a cost of Rs. 5 Lakhs and constructed an RCC Building there at an approximate cost of Rs. 70 Lakhs. Mr. Pratiman Chamling was employed under SAP(Police) but later he resigned from the post. (17). Mr. Pawan Chamling got a siteallotted at Yangang Bazaar, South Sikkim and constructed an RCC Building at Rs. 15Lakhs in the name of his fourth brother, Mr. Rup Narayan Chamling. (18). Mr. Pawan Chamling purchased a site for the construction of SDF Party Office(SDF Bhawan) at Western Indira Bye Pass from Mr. Khorlo Lachenpa at a cost of Rs. 10 Lakhs and constructed a huge SDF Bhawan at a cost of Rs 1.4 crore, approximately. The expenditure was met from SDF Party fund as stated by Mr. Chamling, President SDF Party. (19). Mr. Pawan Chamling purchased a site from Mr. Karma Bhutia, Deputy General Manager, SBS Head Office, Gangtok, at Rs.10 Lakhs and constructed a beautiful RCC Building for THE GRAND RETREAT HOTEL at a cost of Rs 1.2 crore approx. at Western Indira Bye Pass, Gangtok. (20). Mr. Pawan Chamling purchased a land at Kopchey Busty, South Sikkim, bearing survey Plot No. (s) 21/171, area measuring 0.9120 hectare and constructed a huge RCC Building on it in the name of Mr. Chamling’s sister-in-law, Kusum Rai, wife of Satyam Rai of Doors,West Bengal at an approximate cost of Rs. 1.5crores (21). Mr.Pawan Chamling purchased a Tribal land of Mr. Phurba Sherpa, Damthang Diu, South Sikkim in the name of his father-in- law, Mr. Budhi Man Rai of Kholaghari, South Sikkim at a cost of Rs.15 Lakhs and spent Rs. 70 Lakhs for the construction of Farm House with barbed wire fencing. (22). Mr. Pawan Chamling purchased 5 Acres of land from Mr. D.B. Rai at Rs.41 Lakhs at Solophok, South Sikkim for the development of his wife, Mrs. Tika Maya Chamling’s Mainam Nursery and constructed a Link Road upto the Nursery, spending Rs. 50 Lakhs. Actually the Mainam Nursery has no production and no business yet Mrs.Tika Maya Chamling has shown an income of Rs. 99.14 Lakhs from her Nursery. (23). Mr. Pawan Chamling purchased 4 plots of land from poor farmers Mr. P.T. Sherpa, Mr. Nima Sherpa, Mr. Dupjey Lepcha and Mr. Harka Bir Rai of Solophok at a negligible rate and got them registered in the name of “Sidhi Baba Sewa Trust” of Mrs. Tika Maya Chamling. The land in question was sold out to Govt. in the name of “CHAAR DHAM” Project at highly escalated price of Rs.1.44 crore through a cleverly managed secret deal to benefit his own family members. (23a) This may also be mentioned here that there was no Budgetary Provision for the purchase of land at Solophok for the construction of CHAAR DHAM. Neither there was reappropriation of same by the Legislative Assembly nor sanction of the cabinet. Mr. Chamling awarded contract for the construction of CHAAR DHAAM to a Kolkata based company at an estimated cost of Rs. 99 crores. (24). Mr. Pawan Chamling purchased a plot of prime land at Arithang from Mrs. Leela Chettri, wife of late Bharat Singh Chettri, the then ADC to the Chogyal of Sikkim on which he constructed a huge RCC Building in the name of his son, Mr. Bishal Chamling. The cost of the site was Rs. 30 Lakhs and that of the building Rs.90 Lakhs. (25). Mr. Pawan Chamling purchased a prime site measuring 17 Kathas in 2004-05 in Uttorayan, Siliguri, under the Matigara Police Station, West Bengal bearing Ambuja Housing Scheme Plot No. F25 and constructed a Palatial Building at an estimated cost ofRs.5,51,00,000/- including the price of the land. (26). Mr. Pawan Chamling purchased 320 kathas of prime land inside Debi Danga at Siliguri under Darjeeling District in the name of his second wife, Mrs. Tika Maya Chamling at a cost of Rs. 4.80 crores (27). Mr Pawan Chamling purchased 200 Kathas of prime land inside Milan More, Siliguri under Darjeeling District in the name of Mr. Tar Tshering Lepcha, Secretary, Roads & Bridges, Government of Sikkim at a cost of Rs. 3 crores. (28). Mr. Pawan Chamling purchased two hectares of land opposite Pranami Mandir at Punjabi Para, Siliguri, West Bengal in the name of his wife, Mrs. Tika Maya Chamling and constructed two simple RCC buildings by spending Rs. 50 Lakhs as cost of both the site and the buildings. The buildings in question have been converted into the shoppning centre for Floriculture Products of Nayuma Cooperative which belongs to Mrs. Tika Maya Chamling. (29 ). Mr. Pawan Chamling recently purchased 3-storeyed building at Tadong Metro Point, East Sikkim in the name of Mrs. Sumitra Rai, sister-in-law of Mr. Pawan Chamling and sister of Mrs. Tika Maya Chamling at a cost of Rs. 36.5 Lakhs. (30). Mr. Pawan Chamling purchased two hectares of dry land at Kamrang Busty, South Sikkim below the Govt. Degree College in the name of Mrs.TikaMaya Chamling and established Floriculture and Horticulture Farm House at a cost of Rs. 80 Lakhs. (31). Mr. Pawan Chamling bought a prime land just below Namchi Entrance Gate at Upper Ghurbisey, South Sikkim in the name of Mrs. Diana Rai, wife of Mr. Hasta Bir Rai of Phali Dara Resort at the cost Rs.30 Lakhs. The land in question was purchased from Mr. Anil Raj Rai, the than SDM Namchi. (32). Mr. Pawan Chamling is constructing a massive RCC Building for a 3-STAR HOTEL at Rangang, above Yangang Bazaar, South Sikkim in the name his second brother, Mr. Pratiman Chamling at an approximate cost of Rs.2 crores including the cost of the big plot of land for the said project. (33). Mr. Pawan Chamling constructed an RCC Building at Rangang Busty, above Yangang Bazar, South Sikkim in the name of his third brother, Santa Man Chamling at an approximate cost of Rs. 30 Laks including plot of land. (34). Mr. Pawan Chamling purchased a site and constructed a huge Building near Police Training Centre, Rangang Busty, above Yangang Bazar, South Sikkim in the name of his brother, Rup Narayan Chamling at a cost of Rs.80 Lakhs. (35). Mr. Pawan Chamling purchased a site and constructed a huge Building at Tadong, near ICAR Complex, East Sikkim in the name of his cousin brother, Anil Chamling at a cost of Rs.80 Lakhs including the cost of the land. (36). Mr. Pawan Chamling purchased a site at Deorali opposite Defence Cinema Hall, East Sikkim in the name of his youngest brother, Ashok Chamling and constructed a huge RCC Building at a cost of Rs. 90 Laks including the cost of land. (37). Mr. Pawan Chamling purchased a house site at PTC, Rangang, South Sikkim in the name of his youngest brother, Ashok Chamling at a devalued price of Rs. 6 Laks (38). Mr. Pawan Chamling has spent more than Rs. 7 crores for Seven Hills Resort at Phali Dara, Namchi, South Sikkim in the name of his sister-in-law, Diana Rai, wife of Mr. Hasta Bir Rai. (39 ). Besides creation of such a magnificent resort, a link road has been constructed on the order of Mr. Chamling has been constructed exclusively for the Private Resort on govt. expense. (40). Mr. Pawan Chamling managed to obtain in the name of his brother, Rup Narayan Chamling a huge construction project of Navodaya Vidhyalaya at Ravangla at an estimated cost of Rs. 16 crores on negotiation basis. (41). Mr. Pawan Chamling spent Rs 50 Lakhs on the furniture Shop, “Home Vision Pvt. Ltd.” belonging to his second son, Bijoy Chamling, in Western Indira Bye Pass, Gangtok in the building of the Advocate General of Sikkim, who is now a Judge of High Court of Sikkim. (42). Mr. Pawan Chamling spent Rs 40 Lakhs on “INDULGE Restaurant” near Sadar Thana, Gangtok which is in the name of his third son, Mr. Bikash Chamling. (43). Mr.Pawan Chamling purchased a huge flat just behind Sadar Police Station, Gangtok in the name of his son, Bikash Chamling at a cost of Rs. 60 Lakhs and got it renovated and decorated in a most modern and fashionable style for which he invested an additional Rs. 50 Lakhs to convert the same into Cafe Live & Loud where both Rock music with most sophisticated Sound System and Lighting system at a cost of not less than Rs. 50 Lakhs are on display and also run Bar & other entertainments for the guests/customers. (44). Mr. Pawan Chamling Purchased an RCC building from Mr. Chungyalpa at New Market, Gangtok in the name his eldest son, Bishal Chamling at a cost of rupees more than a crore where a Modern Restaurant by the name “PUB 25” and Nayuma Cooperative floriculture business are flourish. (45). Mr. Pawan Chamling purchased a building at a prime location at New Market, Gangtok in the name of his daughter Sushila Chamling at a cost of Rs. 1 crore and modernized the same at cost of another more than Rs. 50 Lakhs to convert it into a sophisticated “CACAO” modern restaurant. In the same building a well equipped fashionable beauty parlor is run under the name of Nayuma Group of Industries which belongs to Mrs. Tika Maya Chamling, wife of Mr. Pawan Chamling. (46). Mr. Pawan Chamling acquired on rent a building next to the Hotel Orchid near Old Food Godown, Gangtok at an annual rent of approximate Rs 1.20 Lakhs in the name of his wife, Mrs. Tika Maya Chamling for running floriculture business of Mainaam Garden belonging to Mrs. Tika Maya Chamling. (47). Mrs. Tika Maya Chamling, wife of Mr. Pawan Chamling is running Mainaam Garden business Enterprise as well as Nayuma Women Cooperative in two separate rooms at Super Market, Lal Bazar, Gangtok in the complex purchased by Mr. Pawan Chamling at a cost of Rs 50 Lakhs at the present market value and furnishing and decoration of the same has been done. (48). Misusing his power as the Chief Minister, Mr. Pawan Chamling defied all sense of morality and his civic sense and opened Nayuma Women’s Cooperative business centre in the middle of the flyover in the STNM Hospital Complex at a cost of 5 Lakhs. (49). The Nayuma Empire owned by Mrs. Tika Maya Chamling, wife of Mr. Pawan Chamling has extended its business empire to a building situated next to the Hotel Sher-E- Punjab, Arithang, Gangtok. The approximate cost of the premises, interior decoration, etc. values at around Rs. 15 Lakhs and the business enterprise is being run in the name and address as Nayuma Women’s Cooperative Society. (50). Mr. Pawan Chamling purchased a Rs. 30 Lakhs worth RCC Building at Jorethang, South Sikkim from Mr. R. K. Goyal of Jorethang Bazaar, South Sikkim as a wedding gift for his sister-in-law Sumitra Rai. (51). Mr. Pawan Chamling awarded a government site at Kazi Taar, Namchi Bazaar and constructed an RCC building at a cost of Rs.80 Lakhs in the name of his sister-in-law, Dhana Rai, wife of Gangan Rai, former Zilla Panchayat Adhayksha, South District from where the Nayuma Cable TV now Satyam Cable is being operated in Namchi Bazaar and surrounding Areas, (52). Mr. Pawan Chamling purchased a house side at pime location at Pakyong Bazar, East Sikkim in the name of his lone sister Rita Chamling and constructed a huge building at a cost of Rs. 60 Lakhs. 53. Mr. Pawan Chamling engaged Public Works Department for site leveling for the construction of his another Residence at Rangang Busty, South Sikkim and caused government to bear the expenditure of Rs. 5 Lakhs. 54. Mr. Pawan Chamling issued order to Public Works Department for the construction of Jeepable Road at the Government expense of Rs. 20 Lakhs leading to Mrs. Tika Maya Chamling’s Farm House established at a cost of Rs. 27 Lakhs at Chiso Pani, Nandu Gaon, South Sikkim. 55. Mr. Pawan Chamling purchased a paddy field at Ranka Busty from M. B. Thapa in the name of one Mr. C. B. Karki who was his Confidential Assistant and Treasurer of SDF Party. Later, he became MLA in 2004 and now Minister in Chamling’s cabinet. The cost of the land is Rs. 45 Lakhs. 56. Mr. Chamling purchased a wooden house at Namchi Bazar from one Laxuman Prasad at a cost of Rs.15 Lakhs on which he is constructing an RCC building now. 57. Mr. Pawan Chamling purchased a land at Boomtar bearing survey Plot No.(s) 433 and an area measuring 1.1860 hectare costing Rs.7 Lakhs. 58. Mr. Pawan Chamling purchased a land at Gangchung Busty, South Sikkim, under survey Plot No. (s) 50/100, 102, 103, with an area of 1.7780 hectare having a value of Rs.8 Lakhs. 59. Mr. Pawan Chamling purchased another plot of land at Gangchung Busty, South Sikkim , measuring area 1.9760 hectares and got it registered in 1991. Its cost is Rs.3 Lakhs. 60. Mr. Pawan Chamling purchased a land at Salleybong Busty, South Sikkim bearing survey Plot No. (s) 40 measuring 0.822 hectare. The cost of land is Rs.3 Lakhs. 61. Mr. Pawan Chamling purchased land at Namphok, South Sikkim, survey Plot No.(s) Namphok/126, 129, measuring 0.4860 hectare costing Rs. 5 Lakhs. 62. Mr. Pawan Chamling purchased 3 different plots of land at Rangang Busty, South Sikkim from Hijit Rai, Bagjit Rai and Chatturman Rai in the name of his fourth brother, Rup Narayan Chamling at a cost of Rs. 9 Lakhs. 63. Mr. Pawan Chamling purchased an RCC Building at Jorethang, South Sikkim from Mr. Sundar Pradhan and registered the property in South District Collectorate, Namchi on 24/08/1998. The building stand on the land measuring 0.697 hectare and cost of teh same is Rs. 60 Lakhs. 64. Mr. Pawan Chamling purchased a plot of land bearing plot No. 21/171 at Kopchey, South Sikkim in 1986 at a cost of Rs. 5 Lakhs. The price of the said land was devalued at the time of registration for evading the Govt. Tax. 65. Mr. Pawan Chamling purchased land at Chisopani-Tinik, Nandu Gaon, South Sikkim in the name of his second wife Mrs. Tika Maya Chamling bearing Plot No. 115 and measuring 0.6540 hector at an approximate cost of Rs. 7 Lakhs. 66. Mr. Pawan Chamling purchased Room No. 5 in Super Market, Gangtok for running M/s Nirman Prakashan at a total investment of Rs. 9 Lakhs. 67. Mr. Pawan Chamling purchased 2 plots of land from Jash Bahadur Basnet and 1 plot from Padam Singh Basnet at Rangang Busty, South Sikkim at a total cost of Rs 9 Lakhs in the name of his brother Rup Narayan Chamling in 1990. 68. Mr. Pawan Chamling purchased 4 different plots of Paddy Fields at Lower Sripratam Busty, South Sikkim from Meen Bahadur Limboo measuring 7 Acres at a cost Rs. 10 Lakhs, Budha Lall Limboo measuring 5 Acres for Rs. 8 Lakhs, Gyan Bahadur Rai measuring 4 Acre at Rs 7 Lakhs and from Garjey Rai measuring 2 Acres for Rs 4 Lakhs, all in the name of his fourth brother, Rup Narayan Chamling. 69. Mr. Pawan Chamling purchased Cardamom Field at Upper Rangang, South Sikkim, from Abi Maya Rai costing Rs. 5 Lakhs. in the name of his fourth brother Mr. Rup Narayan Chamling. 70. Mr. Pawan Chamling purchased a plot of land at Rangang Busty, South Sikkim from Jash Bahadur Gururng in the name of his third brother, Santa Man Chamling paying Rs. 3 Lakhs. 71. Mr. Pawan Chamling purchased land at Gumpa Ghurbisey, Namchi, which is registered in the name of Chamling’s second wife Mrs. Tika Maya Chamling, bearing plot Nos. 152, 153, 154, 441, 160, 597, 562 and 161 measuring 2.3180 hectares at the cost of Rs. 25 Lakhs. 72. Mr. Pawan Chamling purchased 1.4720 hectares of land at a cost of Rs. 10 Lakhs at Kamdaley, South Sikkim bearing Plots No. 947, 948, 949 and 950 and registered the same in the name of his second wife, Mrs. Tika Maya Chamling on 28/06/1996. 73. Mrs. Tika Maya Chamling, wife of Mr. Pawan Chamling purchased a brand new Mahindra Bolero vehicle worth Rs. 6.18 Lakhs as a wedding gift for her sister, Sumitra Rai. Mrs. Sumitra Rai alongwith her husband Roshan Rai shifted to the new house at Jorethang on 20th May 2005, which they had received as wedding gift from Mr. Pawan Chamling. 74. Mr. Pawan Chamling’s Nirman Prakashan, Gangtok, Sikkim, felicitated Nepal and India Based Nepali Literateurs and Creators in the years 2000-2003. More than 60 persons were felicitated with awards. There are three different awards: (a). Asha Rani Nirman Puraskar in the name of his Mother. (b). Ash Bahadur Nirman Puraskar in the name of his Father. (c). Gopal Gaonley Nirman Puraskar, in the name of his friend, Gopal Gaonley of Nepal. The award carries a purse of Rs. 25001/- each. Total expenditure of the Nirman Prakashan for organizing the grand award function and the value of the Awards works out to Rs.29 Lakhs. 75. As directed by Mr. Chamling the Land Revenue Department illegally awarded contracts to 67 SDF Party supporters, MP, MLA and Panchayats amounting to Rs. 2,02,45,000/- without inviting tender and also violating the existing Financial Rules of the Government of Sikkim. 76. Mr. Pawan Chamling’s personal Accounts of Central Bank of India, Gangtok amounts to Rs. 23,14,379/- 77. Mr. Pawan Chamling’s personal A/C in SBI, Gangtok is Rs. 1,651/-. 78. Mr. Pawan Chamling’s personal A/C with SBI, Namchi is Rs. 28,42,762/ 79. Mr. Pawan Chamling’s second wife ,Mrs. Tika Maya Chamling’s A/C in UTI, Gangtok shows a deposit of Rs. 10,11,693/-. 80. Mr. Pawan Chamling’s second wife, Mrs. Tika Maya Chamling’s A/C in SBI Namchi has Rs 3,18,929/- in balance. 81. Mr. Pawan Chamling’s second wife, Mrs. Tika Maya Chamling’s A/C in SBI Gangtok has Rs.11,90,521/- as bank balance. 82. Mr. Pawan Chamling’s second wife Mrs. Tika Maya Chamling’s another A/C in SBI Gangtok shows a balance of Rs.23,88,406/-. 83. Mr. Pawan Chamling’s second wife, Mrs. Tika Maya Chamling’s yet another A/C in SBI, Gangtok has Rs.9,43,669/- in deposit. 84. Mr. Pawan Chamling’s first wife Mrs. Dhan Maya Chamling’s Vehicle Value is Rs. 9,00,000/-(Scorpio) and Rs. 11 Lakhs for Tata Safari Decor. 85. Mr. Pawan Chamling’s daughter Komal Chamling’s Saving Account in SBI, Gangtok shows Rs. 83,008/- in balance. 86. Mr. Pawan Chamling’s son Bibek Chamling’s Saving Account in SBI, Gangtok has Rs. 85,172/- in balance. 87. Mr. Pawan Chamling’s second wife , Mrs. Tika Maya Chamling’s personal account in IDBI Bank, Gangtok reflects Rs. 10,00,000/- and Rs. 1,00,000/- in favour of Nayuma Cooperative. 88. Mrs. Bhumika Rai sister-in-law of Mr. Pawan Chamling and wife of Mr. Shirish Kharey operates transaction in SBI, Tadong Daragaun, Gangtok in the name of SSI which belongs to Mrs. Tika Maya Chamling, wife of Mr Pawan Chamling. 89. Mr. Pawan Chamling’s 2nd wife, Mrs. Tika Maya Chamling finances and monopolizes the following: Investment and running of Shine Sikkim Pvt. Ltd. (SSI) in her sister, Bhumika Rai’s name. (a). Investment and running of Nayuma Cooperatives. (b). Investment and management of Nayuma Infosys. (c). SSI renders Computer Sales and Service to the Government. (d). SSI provides Computer Education to the State Government employees on exorbitant cost. (e). SSI supplies TV, (DTH) Direct to Home Service. (f). Nayuma Cooperatives supply Text Books to Govt. Schools. (g). Nayuma Cooperatives supply School Uniforms to Government Schools. (h). Nayuma Cooperatives supply Rare Species of Orchids. (i). Mr. Pawan Chamling purchased a Paddy Field in the name of his son, Bishal Chamling from one Narayan Bartaula(Sharma) of Chinjey Busty, Rumtek East Sikkim for Rs. 17 Lakhs. 93. Mr. Pawan Chamling purchased a House site at Lower Rangang near Khadi, South Sikkim measuring 40 x 60 ft from Johar Singh Rai at a devalued cost of Rs. 2,00,000/- in the name of his eldest son Bishal Chamling. 94. Mr. Pawan Chamling purchased lands under Plot No. 298, 529, 528, 530 totaling to 0.1440 hector from Mr. Dilli Ram Sharma, s/o Mr. H. P. Sharma in Chalamthang- Pakyong, East Sikkim on 16.10.2005 in the name of Juini Tamang, wife of Mr. Chamling’s second son, Bijoy Chamling and registered the same after paying Rs. 10 Lakhs but the value of the land was shown as Rs. 3 Lakhs at the time of registration in order to evade payment of taxes on lands and stamp fee. 95. Mr. Pawan Chamling purchased land bearing Plot Nos. 592, 525, 289, 527 and covering an area of 0.1560 hectare from one Kedar Nath Sharma, son of S. P Sharma of Chalamthang, Pakong, East Sikkim for Rs. 10 Lakhs. The land purchased on 16.10.2005 got registered on the same day in the name of Juini Tamang, daughter- in- law at a devalued cost of Rs. 3 Lakhs only to evade tax payment and stamp fee. 96. Mr. Pawan Chamling purchased a land measuring 3 acre from one Mani Kumar Thatal of Purano Namchi, South Sikkim at a cost of Rs. 19 Lakhs. 97. Mr. Pawan Chamling purchased a piece of land from Mr. Santa Bahadur Rai of Purano Namchi, South Sikkim, at a cost of 28 Lakhs and got the same registered in the name of Mrs. Tika Maya Chamling. 98. Marriage of Bijoy Chamling, son of Mr. Pawan Chamling which went on for three days on 13th, 14th and 15th May, 2005 witnessed lavish parties at Hotel Norkhil, Gangtok in which Mr. Chamling invited 30 thousand guests incurring expenditures of Rs. 70 Lakhs on food, Rs. 50 Lakhs on drinks including foreign drinks, Rs. 3 Lakhs on clothes and ornaments for the bride, the total expenditure coming to Rs. 1.23 crores. Whereas the marriage of Primula Bhandari, daughter of Mr. Nar Bahadur Bhandari, former Chief Minister of Sikkim was solemnized at much austered manner and cost and yet Mr. Chamling ordered a CBI inquiry into this marriage of lesser magnitude. 99. Mr. Pawan Chamling spent Rs. 1.5 crore in the marriage ceremony of his daughter, Shila Chamling at Gumpa Ghurbisey House in 2009 where he spent Rs. 75 Lakhs for catering and food, Rs. 70 Lakhs for foreign drinks and Rs. 5 Lakhs for clothes and ornaments for the bride. Further she was lavishly gifted with a Scorpio Vehicle bearing registration No. Sk-02A-8210 costing Rs. 9 lakhs and a flat at Upper Syari costing Rs. 25 lakhs. A total of 30 thousand guests were invited from within and outside Sikkim. 100. Mr. Pawan Chamling purchased a Paddy field at Namphok, South Sikkim in the name of his first wife, Mrs. Dhan Maya Chamling at an approximate cost of Rs. 15 Lakhs. 101. Mr. Pawan Chamling, the Chief Minister awarded a 10-crore worth 8 km Road back-cutting work from Papong Fatak to Yangang Bazar Road to Ashok Chamling, his youngest brother at 30.5 % above which is not ethical, as this construction is under PMGSY Scheme. 102. Mr. Pawan Chamling, President of SDF Party used to claim in his public speeches that after formation of his government, he would be a simple living and high thinking Chief Minister for the people of Sikkim. Now, “ Mr. Pawan Chamling is the richest Chief Minister of a Smallest State of India” as per the report of CNN/IBN, a National News Channel and the 10th richest person in India as per the survey conducted by India Today Magazine, February 2008. 103. Mr.Pawan Chamling recently purchased approximately 20 acres of land just above the Rey Khola, Sang Martam Constituency, East Sikkim in the name of Bijoy Chamling, his son at a cost of Rs. 75 Lakhs. 104. Mr. Chamling purchased another Car Zen SK 01 P 2461, the market price being Rs. 5 Lakhs. 105. Mr. Pawan Chamling ordered for purchas of a Luxurious Foreign Car by the Home Department: 106. Pajero (Bullet proof) SK 01 G 0001 costing Rs. 45 Lakhs including all taxes and delivery charges was purchase on the order of the Mr. Chamling. 107. Further, another Pajero (Bullet proof) SK 01 G 0002 costing Rs.45 Lakhs including all taxes and delivery charges was purchased for Mr Chamling. 108. A Suzuki Grand Vitara Sk 02A 0002 costing Rs. 25 Lakhs including all taxes and delivery charges was also purchased on the order of Mr. Chamling. 109. Fortuner SK01G 0003 costing Rs. 22 Lakhs excluding taxes was also procured to add to the fled of Mr. Chamling’s moter vehicles which is placed in the service of Mrs. Tika Chamling. (110). Mr. Pawan Chamling and his dependents’ Jewelerie, etc., run to more than Rs. 5 crores which include the rings in his fingres and foreign made expensive wrist watch seen in the picture of so called “Khalikhuttey ko Neta.” (111). Mr. Pawan Chamling purchased a Luxurious Foreign Car Toyota Landcruser PRADO SK01 P 1809, the market price o of which is Rs. 53 Lakhs. (112). Mr. Pawan Chamling purchased another Vehicle TATA Safari SK 01 P 1921, the market price of which is Rs. 11 Lakhs. (113).
