This is compounded by the fact that the Morocco ratified international instruments on the rights of man, including the conventions on minors and migrants, and is committed to implementing under its national legislation, said the Deputy Minister. He recalled that the Kingdom also has a "roadmap", which encompasses all aspects of migration, including legal migration, the fight against illegal immigration, as well as political, diplomatic, judicial and institutional migration aspects. As a democratic country, insisted Mr. Amrani, Morocco "does not suffer from any taboo on the question of human rights and meets all international requirements", as evidenced by its interaction with the special procedures of the United Nations voluntary, and the recognition by the Union European of the Moroccan in the field achievements. And if allegations of abuse may exist, said Minister delegate, the Kingdom continues to adopt "a democratic, open, participatory and transparent approach for migration management", highlighting the participation and the vitality of civil society on this issue. While highlighting the important efforts deployed by the Moroccan authorities in protecting victims and the constant commitment of these authorities for non-expulsion of vulnerable migrants, Mr. Amrani said that the action of the security forces is strictly controlled by the Act and the regulations. The Minister recalled in the same register that the efforts made by the Moroccan authorities for the promotion of the rights of migrants and their integration have resulted in many positive results, as evidenced by the presence on Moroccan territory of over 8,000 African students, including a majority of scholarships granted by the Morocco. He stressed that many migrants are legal workers in Morocco, which is moreover committed to institutionalize the procedures of application for refugee in its national legislation, in the strict respect of its international commitments. Amrani recalled that in April 2013, the High Commissioner for Refugees (UNHCR) has granted a total of 891 Statute of refugees in Morocco which are strictly protected under Moroccan law, pointing out that with regard to these statistics, it is important to ask the question of whether "why do these asylum applications are filed to Morocco, a country that shares no border with a country in conflict?". Under its programme of voluntary readmission to countries of origin, the Morocco supported the return of about 14,000 migrants in an irregular situation, in collaboration with the Organization for Migration (IOM), international recalled Mr. Amrani.
