My dear fiends, You might have heard yesterday’s speech of Indian Finance Minister Mr. Arun Jaitely on India’s Clarification of General as well as Railway Budgets in the Lok Sabha (Parliament). He was putting forward his arguments against the questions raised by the opposition party MPs. He tried his level best to justify his budget provisions to be pro-development, pro-business and pro-poor. His very simple logic was that he wants India to develop as a vibrant India. For that he wants to achieve a steady growth in the Industrial, service and agriculture sectors. As per his argument, for this he needs more and more investments in all those sectors. These investments may come either from internal or external sources of course at his terms. Unless there are new investments, India cannot achieve desired economic growth of 8-9%, and without achieving that desired economic growth, government exchequers cannot increase. And when the government exchequer would increase, government would be able to spend more on development of infrastructure, services and welfare of the poor. He vehemently criticized those who argued the proposed steps for the promotion of business establishments to be anti-poor or to meet the interests of the capital investors alone. He out-rightly rejected the apprehensions of some of his critics who believe that the Indian capital investors and the India poor masses have antagonistic relations. On 49% investment share of FDI in Defense sector, Mr. Jaitely opined it to be most beneficial to Indian economy. He argued that more than 70% of our defense requirements are met through purchasing defense goods from foreign countries. This way the country looses huge amount of foreign exchange. To make best use of that money he proposed to allow FDIs to collaborate Indian industrial houses desirous to produce defense goods by setting up defense industries here in India at 49% (FDI share):51% (Indian Capitalist investor’s share capital share basis. On Railway (passenger and goods carriage) fare hikes, Mr. Jaitely argued that such step was inevitable to make the India Railway user-friendly keeping pace with the changed situations (world recessions); such a step should have taken much before by the previous Government but they did not show any courage to take such a bold step as they did for developing Indian Railway a world class Railway. Shockingly, all the MPs were more or less remained silent spectators during Mr. Jaitely’s speech and none of the MPs was able to give any counter-argument to cut the justifications put forward by Mr. Jaitely in his speech. Possibly they (who sit on the same boat) have the similar objective of taking the Country to its vibrant stage applying capitalist mode of production, distribution and pattern of consumption or they are the bonafide representatives of the Capital Investor (Capitalist) class. Those who knows abc of economics they know that under capitalism, mode of production or production relation and pattern of distribution of the goods and services produced in an economy are governed or directed to meet the market needs for maximizing the profits of the capital investors (the capitalist class or the owners of the means of production) and not to meet the basic consumption, development and welfare needs of general masses. They who does not know or ignore this simple and basic economic theory of production and distribution are either foolish or cunning. Here one can put forward some his/her apprehensions in the following manner. Did Mr. Jaitely forget to read and assess the history of the growth and development of Indian economy under capitalism during last 67 years of independent rule?? Did he not witness the Indian economy to grow profoundly iniquitous in distribution of the income and wealth between the haves and have-nots during the post-independence period in general and after liberalization in particular??? Did he not notice that the absolute numbers of people below poverty (having less than one dollar income per day), malnourished children and mothers, etc have been increasing over the years despite implementation of hundreds of welfare measures and livelihood guarantee programmes?? Can Mr. Jaitely deny the existence of black economy (almost parallel to the white economy) that has been pumping the Indian capital to swiss-bank or elsewhere outside?? How Mr. Jaitely assured himself that the money he would be colleting from the business houses through taxes would be used transparently to deal business through brokers or contractors or touts/agents either in supplying goods and services to the Government Departments or targeted welfare/development needs of the poor living below poverty line?? Did Mr. Jaitely forget to notice that foreign companies like Suzuki, Honda, Kawashaki, Toyta, etc who entered into Indian economy to partner or collaborate with Indian companies (Maruti, Hero, Bajaj, etc) have, in course of time, managed to liberate themselves to work independently and pull out profits from India???. Can Mr. Jaitely deny that British Government was also taking the similar steps to develop India’s economy, particularly in rail and other transport system??? If increasing government income for spending in meeting the cost of governance and distributing doles to the poor, and allowing the Indian manpower to be grinded under the feet of the foreign and Indian capital investors is the prime motive of governance under Jaitley/Modi’s governance, then how Mr. Jaitely can justify his (Indian) governance to be a governance for the people by the people and of the people?? Why not then Mr. Jaitely honestly admits that he is simply responsible for governing the Indian state machinery which is being run and managed for the investors by the investors and of the investors??? Why then Mr. Jaitely and his party supreme Mr. Narendra Modi deceived the Indian voters creating dreams of golden days to come with the end of Congress regime??? Why not he and his Supreme Commander did not clarify before the people that unless the capital investors (the exploiting class who accumulated money through business by exploiting the Indian manpower and other naturally endowed productive resources applying all types of illegal and unethical means) are satisfied providing with necessary concessions (cheap loans, lands, power, tax concessions, etc). How can Mr. Jaitely ensure that two antagonistic classes (capital owning and labour) would be benefitted through his budget proposals?? Can Mr. Guarantee tribal development by proving the innocent tribals capital concessions for doing business in ticklish business environment at the moribund state of world capitalis??? Can the poor tribal entrepreneurs be able to snatch the markets of the most matured and cunning capitalist class??? Why Mr. Jaitley is silent in empowering the tribals and dalits voices in mobilizing and organizing them to act as pressure groups against their oppressors?? Why Mr. Jaitely is almost silent in stressing on increase in government spending on education and health sectors?? Is it because he wants the private investors to intervene freely in these two sectors and allow them to exploit the masses??? Did Mr. Jaitly comment on making Indian railway user-friendly after experiencing travel or commuting in Indian passenger trains or in buses/taxi’s plying in remote Indian villages?? Why not did unemployment problem, rural sector development, employment generation in rural areas through increasing the number of job guarantee from 100 to 200 days under MGNREGA, strengthening PDS, etc get any prominence in Mr. Jaitely’s Budget proposals??? Is Mr. Jaitley unaware of the facts that about two-thirds of populations (whose livelihood depend largely on farming) are badly affected by draughts and floods every year???? And Tribal people of India comprising about 7-8% of Indian populations largely depend on forest –based resources…??? Why not then he assigned farm and agro-forestry development that much significance as he gave to industrial development/business promotion ….???? Does he not know that natural growth of industrial and Terssary sectors depends on the natural and spontaneous growth of agriculture (Primary) sector??? His budget stressed more about reorganizing the economic activities rather than expanding those activities keeping the sole target to provide gainful employment to the huge number of unemployed populations. Any student of social science knows that in a class divided society like that of India, Mr. Jaitely’s budget would either serve primarily the interests of the investors or serve the working class... There can never be any magic dual effects of his budget proposals, where both classes would be served equally… It is now Mr. Jaitely to clarify those doubts and the masses to watch to have access to the desired fruits of development within 60 months of BJP’s regime…… Last but not least, where from Mr. Jaitley would arrange money for investing in creation of BRICS Bank, when there are no provisions for such investment in his budget???? Does this not mean that there is some power (organized force) above the power of Indian masses and their representatives; it is that invisible power actually decides the fate of India. Who owns that power???? Is it the High power state machinery serving primarily the interests of the capitalist class or the representatives of the masses??? Actually the public representatives in power have to act as mouthpiece of the high powered state machinery…. A very obvious question may thus be asked here “Can Mr. Jaitely and his leader justify the Independence regime in India for the working class better from that of British regime?? What a tragedy to the working masses of India for whom (to liberate them from man-to man exploitation), thousands of youths sacrificed their lives in the struggle for Indian freedom movement”
