// My representation to Sri K Chandrashekar Rao Honble Cheif Minister Govt of Telangana against harrassement to Muslim Builders & Property oweners and Illegal construction mafia // To Sri K Chandrasekhar Rao, Honble Chief Minister, Govt of Telangana. Sir, Sub: Necessary action against ongoing Illegal construction mafia activity in Begum Bazar area (15-1 to 15-9) Hyderabad, Req-Reg. Ref: My complaint to Commissioner, GHMC dated: 3rd Nov 2014 (Copy enclosed) With subject cited above it is to bring to your kind notice that Begum Bazar area (15-1 to 15-9) has been turned into a den of Illegal construction activity area with criminal nexus between Town Planning Wing Officials of GHMC and the Builders. The said area land is very costly due to its commercial activity. The said ongoing Illegal construction activity has been reported time and again in Print and Electronic Media also. Lakhs of rupees is being paid by Builders to the Town Planning Wing Officials by the said Builders for their Illegal constructions in Begum Bazar area. There are instances of ongoing constructions on a very small area of 200 Square Yards with two cellars and nine upper floors. There is a fixed rate to every officer in town planning wing of GHMC for every cellar & slab constructed illegally. Here with I am submitting a list of municipal numbers with photographs of ongoing Illegal constructions in Begum Bazar area which is to be stopped immediately by your personal intervention. 1) Chunni Lal Building H No: 15-1-52, Begum Bazar: The said Building is being constructed without any required permission from the Ghmc with two Illegal cellars, Ground and five upper floors. Commercial shops had been constructed in cellar which is very dangerous to human life during outbreak of any fire accident. 2) Ratna Tower H No: 15-1-663, Opp: Ravi Petrol Pump, Begum Bazar. The builder has constructed building with two cellars, ground with five upper floors. The cellar has been let out to commercial activity. There is no required permission from the Ghmc. Here also the cellar has been let out for commercial activities. There is no parking space and the vehicles are thrown on road causing traffic jams on regular basis. 3) Krishna Plaza H No: 15-8-559/1, Begum Bazar: Illegal construction activity is going on in a mere 200 square yards with two cellars, Ground and six upper floors without any required permission from the Ghmc. How come six floors be constructed on a mere area of 200 sq Yards of plot. 4) Ohja Building H No: 15-8-441/1, Begum Bazar: The construction activity going on without any required GHMC permission. The Builder has constructed two cellars, Ground with four upper floors. 5) At (H No: 14-2-193 and 193/1) and (14-2-193/2 and 193/6) and (14-2-191 and 192/12) at Gyan Bagh Colony, Ghode Ki Khabar the Construction is going on with two cellars, Ground and six upper floors. The said Builder has taken three permissions for construction of Ground plus one floor on his family member’s names and is constructing a single big commercial building which is against the prescribed rules set up by Ghmc for constructing a building. No Buildings above mentioned are having required parking spaces and all the visitors vehicles are thrown on roads which is creating traffic jams to already congested area and no NOC taken from the Fire Department, Govt of Telangana. On my inquiry it has come to my notice that the said mafia of Illegal construction is being carried out by a so called TRS Party leader who was previously in TDP, Cong (I) and BJP parties. On one side the Ghmc (Town Planning Wing Officers) are keeping quite on five Illegal Building constructions being carried out by him and his close associates and on the other side they are harassing and stopping the construction being carried out by Muslim Builders who are having required permissions from GHMC. On one pretext or the other the Muslim Builders of Begum Bazar area are being harassed by GHMC (Town Planning Wing). A TRS leader who was with BJP previously with the help of Ghmc (Town Planning Wing) Officials is implementing the hidden agenda of BJP & RSS which is giving a bad name to you and your party. The GHMC (Town Planning Wing) Officer are acting on diktat of the said so called TRS leader and harassing only the builders belonging to a particular community so that they should sell their properties on cheap rates and move away from Begum Bazar area. Nearly 60% of properties in Begum Bazar belong to Nawab families who once ruled Hyderabad during the Nizam period. First of all the Begum Bazar area is a communally sensitive area and the above said activity of the so called TRS leader is creating more rifts between two communities and damaging the Business of the Traders of the said areas. Hence it is requested call for a detailed report criminal nexus and harassment from the Chief Secretary Govt of Telangana, Principal Secretary (MA&UD) Govt of Telangana, Commissioner Greater Hyderabad Municipal Corporation, Commissioner of Police Hyderabad, Director General Vigilance & Enforcement Govt of Telangana, Director General Anti-Corruption Bureau Govt of Telangana and Director General Fire Department Govt of Telangana. Necessary action taken in this regard may be informed to me.Sir, if necessary action is not taken in this regard I may be forced to approach the Honble High court Telangana State and the Lok Ayukta.
