My state (New Jersey) currently has *the most* restrictive and burdensome process for acquiring a carry permit in the country, in a way that directly contradicts the Supreme Courts rulings in Heller and McDonald that the right to keep *and bear* arms is an individual right. But SCOTUS has continually refused to hear challenges to lower courts who have refused to enforce their prior ruling. Catos Ilya Shapiro writes, The effect of this regulatory scheme is that virtually nobody in New Jersey can use a handgun to defend themselves outside their home. The state law inverts how fundamental rights are supposed to work – that the government must justify restrictions, not the right-holder the exercise – and apparently the Supreme Court has no problem with that.
