Also, how can a driver’s license be obtained under the recently passed AB 60? BY RICK DAVIS / CONTRIBUTING COLUMNIST Published: Dec. 14, 2014 Updated: 7:54 p.m. Q: Should motorcyclists sometimes get special dispensation to proceed at a traffic signal even though there’s still no green arrow or green light after a long wait? Jim Hall asked that question. “I ride a motorcycle and frequently encounter intersections at which the traffic signal fails to change because my small vehicle’s size (and light weight) is insufficient to trip the signal’s sensors that are embedded in the roadway,” the Moreno Valley resident said. “This usually happens when I’m in a left-turn lane. I often just sit there, through three or four, or even more, signal cycles — before a larger vehicle with sufficient size and weight approaches and causes the lights to function properly. Just how long are motorcyclists supposed to wait in such situations like this?” A: Here’s one suggestion from retired California Highway Patrol Lt. Mike Soubirous, who rode motorcycles for years as a law enforcement officer and still is a motorcyclist. “I’ve encountered this problem more than once. My advice, based on experience, has been to stop over one of the signal trip loops that are cut into the roadway surface — rather than stop in the middle of the loop’s box or circle,” Soubirous said. “There’s a better chance of having the loop detect the metal of the motorcycle.” But if that tactic fails to trip the light and there aren’t any heavier vehicles at the light to trip it? “Then when the light changes to the next green phase for the same direction of traffic as you are in on your motorcycle, move forward,” Soubirous said. “Wait for oncoming traffic from the opposite direction to clear, then make the intended left turn.” Technically, you turned left without a green arrow, however … “Any cop watching this should see that you were unable to trip the signal light phase and will understand the situation,” Soubirous said. “If you do get a ticket, go to court and explain to the judge what happened. Traffic detection equipment usually works well, but occasionally things like this come up. Just be reasonable and extra cautious when doing this.” ----------------------------------------------------------------------------------------------------------------------------------- MISSOURI- new SB 135 : Allows qualified motorcycle operators to operate motorcycles and motortricycles without protective headgear under certain conditions Status: 12/8/2014 : Prefiled Bill text: senate.mo.gov/15info/pdf-bill/intro/SB135.pdf ----------------------------------------------------------------------------------------------------------------------------------- SOUTH CAROLINA- new H 3040: A BILL TO AMEND SECTION 56-5-3630, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE OPERATION OF A MOTORCYCLE, SO AS TO PROVIDE THAT A MOTORCYCLE PASSENGER WHO IS LESS THAN SEVEN YEARS OF AGE MUST BE SECURED IN AN APPROPRIATE CHILD PASSENGER RESTRAINT SYSTEM; AND TO AMEND SECTION 56-5-3710, RELATING TO THE OPERATION OF A MOPED, SO AS TO PROVIDE THAT A MOPED PASSENGER WHO IS LESS THAN SEVEN YEARS OF AGE MUST BE SECURED IN AN APPROPRIATE CHILD PASSENGER RESTRAINT SYSTEM.
