NEWS RELEASE FOR IMMEDIATE RELEASE: Contact: Connie Cochran Tuesday, November 5, 2013 Public Information Officer (209) 937-8827 connie.cochran@stocktongov CITY COUNCIL ANNOUNCES NEW CITY MANAGER SELECTED (Stockton, CA) - The Stockton City Council emerged from Closed Session this evening with an announcement by Mayor Anthony Silva that a new City Manager has been selected. “Contract negotiations are complete,” stated Mayor Silva. “We will bring a contract forward on our next City Council Agenda, and Mr. David Garcia will begin his first day with the City of Stockton, December 16, 2013.” Stockton City Council began a nationwide search for a new City Manager in August, after retired City Manager Bob Dies announced his intent to retire effective November 1, 2013. “The goal was to have selected a new City Manager by mid-November,” said Mayor Silva. “We are pleased that we have met that objective with the selection of an excellent candidate, who, with the Council, will lead this City through the recovery process and into a fiscally sustainable future.” David R. Garcia is currently the City Manager of Coachella, California, where he has served since June 2010. “Mr. Garcia is one of the most sought after Hispanic city managers on the West Coast.” The residents of Stockton are going to get a customer service oriented -leader who knows the importance of supporting local business and putting residents back to work,” said Mayor Silva. City of Stockton News Release – New City Manger Tuesday, November 5, 2013 Page 2 of 2 Mr. Garcia has 35 years of government management experience, including: City Manager of Chula Vista, California (2007 – 2008); County Manager/Chief Administrative Officer of Yuma County, Arizona (2003 – 2007); City Manager of Corpus Christi, Texas (1998 – 2003); Deputy City Manager of Phoenix, Arizona (1990 – 1998); Deputy Administrator, Community Redevelopment Agency, Los Angeles, California; and Special Projects Director with the City Manager’s Office in San Antonio, Texas. Prior to his current position with the City of Coachella, Mr. Garcia served with the U.S. Department of State as the Team Leader of Governance & Essential Services, Babylon Provincial Reconstruction Team in Babil, Iraq (2008 – 2010). “I think working together we can accomplish great things for Stockton! The community will not be disappointed,” said City Manager David Garcia Mr. Garcia holds a Bachelor of Arts degree in Economics and Urban Affairs from St. Mary’s University, Austin, Texas, and a Master of Science in Community and Regional Planning from the University of Texas at Austin, School of Architecture. In addition, he has certificates and credentials for business, executive, emergency management and foreign services training. His contract with the City of Stockton will be for 5 years starting at an annual salary of $250,000. Interim City Manager Kurt Wilson has been appointed by the City Council and will serve in this capacity until December 16, 2013.
