NEWS UPDATE @ 9AM WITH ORANGE UGANDA DRC-M23 DEAL: The Democratic Republic of Congo and defeated M23 rebels are set to sign a peace deal on Monday in what diplomats hope will be a key step in efforts to end decades of war in the Great Lakes region. The rebels, one of many armed groups operating in the mineral-rich but impoverished east of the DR Congo, announced last week that their 18-month insurgency was over. UACE 2013: The first 2013 Uganda Advanced Certificate of Education exams are getting underway across the country; students going in for Economics P1 and Biology P3; 116,027 students registered for this years exams. Head teachers at a number of private schools are however sceptical that many students are not ready for sub-mathematics and IT which two years ago became compulsory optional subjects. HAIYAN DEVASTATION: The head of the Red Cross in the Philippines has described the devastation caused by Typhoon Haiyan as absolute bedlam. Up to 10,000 people are believed to have died in Tacloban city and hundreds elsewhere. Hundreds of thousands of people are displaced. The typhoon flattened homes, schools and an airport. It has since made landfall in northern Vietnam, near the Chinese border, where it has weakened to a tropical storm. BBC SHORTLIST: The five candidates for the 2013 BBC African Footballer of the Year award have been revealed. Ivory Coasts Yaya Toure has made the shortlist for the fifth consecutive year and is joined by Nigerians Victor Moses and John Mikel Obi, Burkina Fasos Jonathan Pitroipa and Pierre-Emerick Aubameyang of Gabon.
