Now it is about VP Binay having dummies. Jose Orillaza, former president of Omni Security Investigation and General Services, who has been providing security and maintenance works for Makati City Hall for eleven years under his helm, admitted that he was just VP Binays dummy. I think he is truly a dummy - someone bereft of intelligence. In his testimony, I never heard him say that the deal was done personally with him by VP Binay but with a certain Mr. Limlingan, again allegedly the bag man or right hand of VP Binay Then there is this lot in JP Rizal extension owned by another alleged VP Binay dummy Mrs.Erlinda Chong, who is a rich businesswoman who can well afford to buy this property. These twists shows that the Makati Parking Building over price was just a stepping stone to discredit VP Binay. Now, the hearing is centered on the person of VP Binay and family. For the sake of argument, even if these new accusations were true, the burden of proof is on the accuser and not on VP Binay. If there are solid proofs or even prima facie evidence against VP Binay, charges should be filed in the proper forum or in the courts and not in the senate. These allegations need exhaustive and in-depth investigations that cannot be done by the SBRC. The senators know this but they allow and accept these testimonies as if there are solid proofs. I never heard them, even once, warn Mercado on the gravity of his allegations if they were found as lies Instead, they aid him by asking leading questions. If the senators of the Blue ribbon Committee truly respect the position of the Vice President, they will let the proper forum handle all this. How can Vice President Binay present counter evidence to refute these claims in the senate hearing when it is not even a trial but merely an inquiry. Clearly, the SBRC is already abusing its powers, as questioned and commented by Atty. Harry Roque: What is the legislative purpose of the investigation? What possible amendments to the plunder law and/or the anti-graft and corrupt practices acts could be introduced as a result of the investigation against Binay? Could not its investigations already conducted against the PDAF and Janet Lim Napoles already facilitate these amendments? Why investigate Binay and not the DAP? The senators, even with their plenary powers, are still public officials. While they may engage in inquiries for legislative purposes, they should not waste the public coffers in investigations in aid of their own elections. Lest we are misunderstood, we already have the Ombudsman as the Constitutional body tasked with the investigation of public misfeasance of public officers. Let the very able and independent Ombudsman Conchita Carpio-Morales do her job. Meanwhile, we expect our senators to do theirs as well: craft policies through laws.
