National Consultant EXPRESSION OF INTEREST Issued on:18 November 2014 ORGANIZATIONAL LOCATION:UN-Habitat DUTY STATION:Khartoum, Sudan FUNCTIONAL TITLE:National Consultant DURATION:10 weeks extended over 4 months )December 2014 —March 2015( CLOSING DATE:30 November 2014 RESPONSIBILITIES The National Consultant, will be working under the guidance of an International Consultant )Team Leader( and share the responsibility for producing the deliverables according to the quality standards of UN-Habitat for evaluation reports. Among the deliverables expected, there will be a( Carryout desk review for the different project document, and related progress and final reports )internal and to the donors(. b( Carryout field visit to project sites and meet with beneficiaries from the communities and government counterparts. c( Contribute to the production of an inception report with Evaluation workplan d( Contribute to the Evaluation Reports Drafts; e( Contribute to the Final Evaluation Report not exceeding 40 pages not including annexes Compliance with United Nations Evaluation Group standards and UN-Habitat evaluation report format is expected. Examples of evaluation reports are available from the website of the UN- Habitat Evaluation Unit: Full details of the evaluation are provided in the attached Terms of Reference. . EDUCATION: Advanced academic degree in reconstructions humanitarian strategies, urban and development, housing. infrastructures local governance or similar relevant fields. WORK EXPER1ENCE: Extensive evaluation experience of humanitarian trategies and programmes especially participatory approaches and institutional capacity development in post-conflict settings. The consultant should have proven ability to present credible findings derived from evidence and putting conclusions and recommendations supported by the findings. Experience of working on neighbourhood upgrading and IDP issues is also required. LANGUAGE SKILLS Excellent Arabic and English spoken and written. OTHER SKILLS -Familiarity with UNHabitat’5 mandate and understanding of UN-Habitat’s role in humanitarian and development oriented inteentions. -specialized knowledge of projects or programmes in the field of the recovery and recoflStrUcti0n urban development local governance housing, or infrastructure. Relevant experience of other major humanitarian and development agencies or programmes in particular in relation to programmes on house, land and property issues is an asset. -Integrity, sound judgement analytical skills, networking and interpersonal skills, and proven report writing skills. REMUNERATION Payments will be based On deliverables over the consultancy period. There are set remuneration rates for consultancies.
