Nearly two-thirds of the MSF population is fire camp ineligible; the extension of enhanced credit-earning to these inmates would result in higher turnover and an even greater demand for minimum custody inmates. (Id. ¶ 7.)CDCR would be forced to draw down its fire camp population to fill these vital MSF positions. (Id.) It is simply unnecessary, and inconsistent with the Court’s order, to disrupt participation in fire camps and other vital programs when the Court’s benchmark has been met. Well the time has come to address the overall custody level status system and the earning capacity of inmates. Few other measures will result in substantial population reductions. All violent offenders at the bottom 19 point end are for bared from making it to low level status. Well say it again,they represent to much of the population to keep turning your head to the fact they have successfully worked their way to low medium and are being denied the ability to go any lower. Ca in desperate need for fire fighters? Obviously not. Cdcr arguing that inmates should be prohibited from full program potential because they need them.... They need them? Then they should quickly come up with a system to utilize the sources they have. A system that has incentives that make a hard working firefighter save that community. Lets paint the real picture... Cdcr says those inmates are to dangerous for community involvement, yet those same inmates are programming inside working with tools that could burn a forest down or be used to assault -kill personnel. Welding equipment! Yet you are not seeing that happen now are you. More fear mongering,speculative,stereo typing bullshit from Cdcr.
