Neely’s pre-election resignation deja vu of how she got her start Updated: October 20, 2014 5:40PM Eight years ago, a pre-election resignation paved the way for then-Mayor Richard M. Daley to pluck Stephanie Neely out of political obscurity and appoint her to the $133,545-a-year job of city treasurer. Now, Neely is doing the same, setting the stage for Mayor Rahm Emanuel to tap another rising star: Kurt Summers. On Monday, Neely told her staff she is quitting her job to return to the private sector. That paves the way for Emanuel to appoint Summers, former chief-of-staff to County Board President Toni Preckwinkles, as Neely’s replacement. The mayor has invited VIPs to attend a swearing-in ceremony for Summers at 10:30 a.m. Wednesday at the Harold Washington Cultural Center at 47th and King Drive. The changing of the guard at City Hall was first reported by Chicago Sun-Times columnist Michael Sneed. Summers, 35, serves as a senior vice-president of Grosvenor Capital Management, the investment firm run by Michael Sacks, Emanuel’s close friend and vice-chairman of World Business Chicago. The 2006 resignation of then-City Treasurer Judy Rice was widely criticized because it occurred four months before the election.
