Never ascribe to malice that which can be adequately explained by stupidity. The TLDR; ... If you care to listen this is my interpretation, some poor developer on a deadline was given a task to make x work. They did so by making x work, some mgr or other above didnt a) review it enough, b) express the requirements (hippa) well enough to poor dev or to architect, etc... Dev used some third party open source (probably approved under corporate policy) to do x, this bringing in the line of code. So, failure on the dev, maybe. Failure on the architect probably (esp regarding data protection). Failure on CMS, failure on the contractor. All of the above. Failure on the politicians for taking a line and blowing it out of proportions and to save face. Who gets blamed?...Poor joe/jane developer or their manager. Its the corporations and the politicians who are toxic...
