New York is the only state in the country where the ACT college entrance exam is not offered in February, because of bureaucratic regulations. The SAT has a unique exemption from those same regulations. New York high schools students are put at a competitive disadvantage with students from other states where the February ACT is administered. I have drafted a bill that would give the ACT the same exemption the SAT receives while maintaining the intent of New York’s “Truth in Testing” law and expanding test choices for high school students.
