New Zealand falls back in April and springs forward in September. So if I have this right, depending on the time of year New Zealand is one day plus 3, 4, or 5 hours ahead of California. There are those in the U.S. who want to do away with DST, and there are those who want to go on DST permanently. This year there are bills in the Tennessee and Kentucky state legislatures that could result in cities 5 or 10 miles apart with two-hour time differences. Most European countries have DST. Most African and Asian countries dont. Russia abolished DST in 2011. Germany was the first country to implement DST, during WWI, though the concept was first suggested by Benjamin Franklin as a way to save resources. The U.S. federal government standardized DST dates in 1918 but didnt require states to observe DST. However, from 1942-1945, the whole country was required to observe DST year-round.
