Newspaper notifications for land sale is a disturbing trend, feels Dr Ibohalbi IMPHAL, July 23: Expressing concern at the way in which the State government forcibly acquires land from poor farmers for infrastructural development, Oinam MLA Dr I Ibohalbi has attributed such practice of the State government to not having reserved land. He lamented the State government’s helplessness whenever the Central government asked for land for development. Speaking during the demand wise discussion for grant today in the Assembly, the Opposition MLA said that every day notifications for land or plots being sold are found in the newspapers. This is not a good sign for our society. Our land will be acquired by outsiders in large proportions and when the Look East Policy makes its entry into the State, we will face many problems, he said. The State needs a policy or a separate commission for land resources for the future generations. The State needs to acquire land at Moreh for use when the Look East Policy comes into reality in the State, said Dr Ibohalbi. Meanwhile, MLA Shyamkumar said that if land is properly demarcated and the boundaries of the districts are identified, disputes will decrease in the State. He further said that due to the confusion about jurisdictions of district boundaries, areas of districts are included in another district, suggesting to the concerned minister that if the boundaries are demarcated properly land disputes may decrease. Keishamthong MLA L Ibomcha has alleged that the revenue collected from the hills areas is more than that collected from the valley, adding that if the State enacts a separate land law for the hill areas, people in these areas may settle peacefully without having to worry about the security of their land. “The Revenue department conducted a survey for computerising the land record to complete it before March 31 but couldn’t complete it till now. Stamp papers are sold in the black market in our state. The Forest department doesn’t collect loyalty for sand exploration from river beds. If the department collects the loyalty, it can increase the State’s income,” he said. Forest and Revenue minister Th Devendro said that the forest and revenue department is important because all the critical issues of deforestation, environmental stability, soil conservation and illegal cutting down of trees are dealt by the department. Without forest conservation no global warming can be controlled, he added. “We need to conserve paddy fields for our future generations. The concerned DC about the district boundary demarcation has been identified. The computerisation of land record by the Revenue department is under the modernisation method that the cabinet passed the department under the process of the land survey for computerisation,” Revenue minister Devendro said. The State government have enough and various types of Revenue stampd. Forest loyalty is not collected by the department on sand exploration from the river bads because forest department only restricts the sand exploration.
