OMAR SARKARS RED TAPISM: Ahmed Ali Fayyaz: Srinagar June 20: Red-tapism in Mr Omar Abdullahs bureaucracy is intact. His government is committed to regularize the service of the contractual/adhoc/consolidated staff on completion of seven years of their temporary service. For no fault of theirs, these people are subjected to inhuman treatment and forced to shuttle between 50 tables in different departments, fleeced at over 70% of the tables for two to three years before their orders are finally issued. Their files remain pending in Finance, GAD and their concerned departments, for example Health and Medical Education, for months and years. Finally the effect is given from the date the order is issued without retrospective effect. In other words, if a candidates gets the file processed in one month, on completion of 7 years, he/she gets the benefit of about Rs 3 lakh. If it is delayed, like the files cleared in August 2013 and still pending for no fault of the candidates, one can suffer neat loss of Rs 3 lakh. So why not pay bribe of Rs 1.50 lakh and save 1.50 lakh and two years of regular service? Will the man who pledges to bounce back understand this agony of the hundreds who curse the NC and its government on 24x7 basis for the red-tapism of clerks and an inhuman bureaucracy ?
