OPAPP blamed for Zamboanga attack The Zamboanga city council has blamed the Office of the Presidential Adviser on Peace Process (OPPAP) for its failure to conduct a “holistic approach” of peace process with the Moro Islamic Liberation Front (MILF) which led the Nur Misuari faction to attack the city last September 9. “The city could have been spared from this kind of atrocities, had OPAPP conducted the peace process on a holistic approach,” Zamboanga City Vice Mayor Cesar Iturralde said. “This is a situation where Zamboanga City is seemingly sacrificed for the mistakes of OPPAP in dealing with the whole process of the peace program of the administration,” he lamented. He believed that the failure of the national government to fully implement the provisions of the 1996 GRP-MNLF peace agreement has led the Misuari faction to attack the city. Iturralde appealed to President Benigno S. Aquino III to consider finding political solutions to the present insurgency situation in Mindanao to avoid the recurrence of a similar crisis. “We cannot afford to have a repeat of the same attack that practically rendered the whole city psychologically and economically, hostage and paralyzed,” he said. Iturralde also believed that the attacks were due to the report that the national government is about to seal a peace agreement with the Moro Islamic Liberation Front (MILF) leaving them behind in the peace and development efforts of the national government. As of now, the city is on a recovery stage from last September’s attack that killed scores of rebels, 25 government forces, dozen of civilians, and left thousands of people homeless.
