Obviously this is not a unilateral diplomatic overture made by Japan...and hence, MMS and his foreign minister need to be congratulated..Of late, Japan has been asserting its identity and position in the Asia pacific region , particularly vis-à-vis Chinas aggressive posturing over territorial rights and claims ...INDIA WOULD DO WELL TO FORGE A STRATEGIC ALLIANCE WITH JAPAN- KOREA-PHILLIPINES-VIETNAM AND THAILAND. THIS WOULD HELP TO CORRECT /NEUTRALISE THE DISPROPORTIONATE GEO-POLITICAL MUSCLE THAT CHINA ENJOYS IN ASIA AND THE WORLD. If Russia could also be co-opted in this axis , it would be a bonus..But that would be unlikely , because Russia has its own geo-political interests and will not provoke China as it is a handy , if occasional ally whenever it wants to check US and west European dominance. Closer to home , Myanmar is a good geo-political investment for the future, but its co-option in such an alliance would be an uphill task , given Chinas close ties and investments there , besides is strong military ties with Myanmars ruling Junta.
