October 24, 2013 Noida Lok Manch FOR THE KIND ATTENTION OF THE LOK MANCH COMMUNITY Departure of the 3rd Disaster Relief Team to Uttarkashi is scheduled for Tuesday, November 05, 2013. Around 12 tonnes of relief material would be dispatched around 1800 hours of November 05, 2013 and the designated relief team comprising of four office bearers would be leaving at around 0400 hours of Wednesday, November 06, 2013. The purpose of the 4-member relief team will be to assess the local quantum of need-felt areas of deprivation concerning access to food, clothes, kitchen utensils, blankets, medicines and medical aid, support needed to regain their means to livelihood and self-supporting activity within the parameters of their social and economic environment. It is our most humble prayer to all of you to ‘Please’ extend to us your support in cash or kind – every little bit matters. We, at Noida Lok Manch, a registered, not-for-profit organisation established in 1997 as a grass root initiative based on the adage Of the people, by the people, for the people Once again, in all humility, we pray and appeal to each and every one of you to come forward with your support regardless of the size or value of your contribution for the disaster hit areas of Uttarakhand. Though all of us seem to have concluded that the re-establishing of the roads and tourism industry and the temple sanctum, translates to rehabilitation, such conclusions are wrong and misconceived. The Need for this 3rd Relief Consignment Winter is upon the people of the hills of Rudraprayag and Guptkashi. Around 40% of the main highways have been re-established and 60% of the link roads remain unusable leaving a very vast majority of the population without infrastructure support or, connectivity to secure the economic wherewithal or procure necessary essentials to fulfill the immediate needs and necessities of daily life. In view of the challenges still confronting the population of the remote areas not accessible by main highways and roads, Noida Lok Manch (NLM), has taken the responsibility of providing the following items of relief for the identified population of a single hamlet comprised of 250 people in the remote areas of Guptkashi. 1. Blankets 2. Umbrellas 3. Saris 4. Shawls 5. Medicines 6. Solar Lanterns 7. Other items of daily need and emergency covering the winter months. Our initiative has the full support of the local administration as also that of the forest department. Synopsis of Previous Relief Initiatives in Rudraprayag Our 1st Relief Consignment to Hardwar was despatched on June 22, 2013 within five days of the disaster having struck, with 2.5 tonnes of non-perishable food items (11500 food packets) and packaged drinking water to the flood affected people of Uttarakhand. The consignment was delivered personally by the General Secretary and staff of Noida Lok Manch. The mission was undertaken as a spontaneous response to the need of the hour and our own conscience demanding that, we at least, go up front and contribute even the smallest bit within our limited capability to make essential supplies accessible to the affected people. The devastation, destitution and human misery defied description and the challenges multiplied with incessant rains and bad weather. The 2nd Relief Consignment from Noida Lok Manch was despatched on July 19, 21013 with a full consignment of kitchen food raw material items, clothes, utensils, umbrellas, blankets and ladies garments, all delivered through state government forest officials personally by the NLM staff moving from village to village and even meeting the affected people from inaccessible hamlets on the hillside. Functionaries, senior staff members and office bearers have been personally and collectively responsible for the distribution of these donated items to the flood affected and destitute people in the remote areas of Uttarakhand. We at Noida Lok Manch (NLM) repeat here a message received from Shri Neeraj Kumar Cellular Number 0-9756992187, (Shri) Tau Mahaveer Singh, Cellular Number 0-9720742180 and Shri Manoj Cellular Number 0-9012623114 of village ‘Kuri Bhagwanpur’, Habibpur located around 10 kilometers from Hardwar on the Laksar-Billori Road. They expressed their word of gratitude and thanks to the entire Noida Lok Manch Community for the timely dispatch of food items on June 27, 2013. The message comes in response to the intervention initiative of the NLM community from the above mentioned village community and the Pradhan/Panch (Village Head), Shri Raj Kumar of the ‘Panchayat’ covering the three villages of Kuri Bhagwanpur, Village Habibpur and Village Punditpuri. The message of thanks further elaborates on the specific locality and the needs of the specific location – Village ‘Kuri Bhagwanpur’ has a population of around one thousand inhabitants under the jurisdiction of the Police Station at Laksar – The major, community identified need of the moment was for ’solar lanterns’ and cattle fodder for around 700 head of cattle. The latter has created an unmanageable crisis in a situation where the minimum food requirement for humans is accessed as relief material. In such a situation, little attention was paid to the needs of the surviving head of cattle which provide a main-stay for livelihood issues for the local communities. Power situation in this entire area is a matter of intense discussion and hence, the need for solar lanterns. Though accessible by road, the agricultural lands of this Panchayat were under three to four feet of water contributing to helplessness in the resilience capability of the locals in re-establishing their lives as best as they may on their own capability and regain control of the situation and their lives. This is an ardent appeal to the younger generation and even the elderly who are capable of free movement in difficult terrain, to join us in this activity since the task in hand necessitates vast resources and manpower. Donations by cheque/cash are welcome and may please be made in favour of ‘Noida Lok Manch’. We wish to reiterate that full transparency has been always maintained – besides proper printed receipts, all donors have been listed on our website. Donations by cheque or cash are exempt from Income Tax under Section 80-G of the Income Tax Act. Item wise expenses incurred are freely available and, accessible.
