Office of the Chief of Staff of the Vice Mayor JOEL 113 Palipikan St., Balayan, Batangas HOW IS THE ORDER OF BUSINESS TODAY ESPECIALLY FOR THE VOTING OF COMMITTEES CHAIRMANSHIP? The Order of Business of the REGULAR SESSION of our SANGGUNIAN BAYAN MEMBERS in our Municipality of Balayan in this 1st District of Batangas is important today since it is also the presentations of the COMMITTEES CHAIRMANSHIP. But there will be the division of the house to VOTE if there are objections or other candidates to be nominated from the floor in that particular committee for chairmanship. Session refers to a single meeting of the Sanggunian. Sec. 52. Session – (a) On the first day of session immediately following the election of its members, the sanggunian shall, by resolution, fix the day, time and place of its regular sessions. This is actually settled where the regular session of our Sanggunian Bayan Members in our Municipality of Balayan is every Monday at 1:30 p.m., at the Bulwagang Rufino Lainez Hall. The minimum numbers of regular sessions shall be once a week for the sanggunian bayan. This is mandatory. b) When public interest so demands, special sessions may be called by the local chief executive or by a majority of the members of the sanggunian. c) All sanggunian sessions shall be open to the public unless a closed door session is ordered by an affirmative vote of a majority of the members present, there being a quorum, in the public interest or for reasons of security, decency, or marorality. No two (2) sessions, regular or special, may be held in a single day. But can session be conducted in different barangays? YES, if duly approved thru a resolution passed pursuant to Sec. 52. With this, asking the support of the Team Joel and advisers and the coordinators with the JTA Staff even the watchers and all the supporters of the FOUR THE PEOPLE OF BALAYAN FOR A BETTER BALAYAN we need to disseminate information even what is the order of Business in that regular session every Monday for the VICE MAYOR being the PRESIDING OFFICER of the regular session can get the support of other Sanggunian Bayan Members especially if the Order of Business is for the common good. For the Presiding Officer (the Vice Mayor) shall preside the session, his duty is to guide the proceedings in the sanggunain. Maintain and preserve order and decorum during sessions. Can vote only to break a tie. Such vote is an affirmative vote. He cannot, however, create a tie. Relinquish – being a regular member of the sanggunian, the Vice Mayor, theoretically, is entitled to proposed or introduce ordinances and resolutions before said body. He may also take part in the deliberations of the council, although he may do so only after designating any other member to act temporarily as presiding officer to permit him to participate in the floor discussion. Because of the limitation on his part, he may just co-sponsor measures with other members or pass on to them whatever ideas he may have for legislation. Hoping that whatever the results of the Committee Chairmanships today as they actually done to votes and presented the different committees for their chairmanship in the Sanggunian Bayan Members those who witnessed the said event today in their regular session with the Order of Business that is the reality and true scene that you will see for the next or for other sessions to be held every once a month and depend of what are the Order of Business for that day. CONGRATULATIONS to all the members of the Sanggunian Bayan since all are having their own committee being the Chairman!!! But lesson of the past for the Sanggunain Bayan Members as history in all National and Local Legislators especially in the parliamentary procedures that was held either in the House of Senate or House of Congress or even in the Sanggunian Panlalawigan or Sanggunian Bayan in all provinces, cities or municipalities what you are doing is to be MODEL of others and mature to handle the debates if there is deliberations and let not our own feelings or emotions to make or become a conflict to changed our behaviors for anger, hatred or envy for our co-colleagues and make it personal for that is one of the reason to start our immaturity which is not good for our personality development as leader.
