Ok, Ill say it: I hope we all know, but we might not, because though I was no investigative journalist I was the ONLY person in Duluth to report it, this Officer Jouppi had a standing `last chance agreement with his union and the dept. stipulating that all parties were aware of his INCOMPETENCY to act in the public interest or merit the public trust- and had offenses including tipping off the suspect (his friend) in a RAPE investigation- before he ever had the chance to beat up a multiply disabled, intoxicated elder already both in a wheel chair and in custody? Opps..... guess I got started again, didnt I? This sh*t is the tip of the iceberg with civil rights violations here- we oughta train a team of brown lawyers. No offense to anyone ;-)
