On 12 December 2014, the COMELEC hastily convened its Committee on Digital Lines to finally investigate the extent of the digital lines which caused the PCOS machines to commit electronic dagdag-bawas in the 2013 elections. The COMELEC had one full year to do so from the time it was discovered and made public by the Technical Evaluation Committee (DOST) on 10 December 2013. But the COMELEC did absolutely nothing despite its deceptive promises until it probably realized this is an issue that could effectively scuttle their on-going sham bidding or prevent the PCOS from being used in the 2016 elections. So it called for this railroaded investigation in the middle of the holiday season so that nobody can effectively watch and observe their proceedings. The timing alone is already clearly malicious. We interposed our objections in writing so that their subsequent report will be properly appreciated in the light of the circumstances under which it was made.
