On Tuesday, 12-9-2014 Manchester Police Officer Jason Combs responded to the Clay County Peddlers Mall to investigate a shoplifting complaint. Upon arrival Officer Combs located Jessica Mills and Chasity Nolan, both of Manchester, with an employee of the store that had observed the two concealing merchandise in their purses.
