On giving it another close read (I avoided it for ages), Ive decided to try and never to mention the Vow again. It is a fluffy hoax, mismanaged by the three party leaders and the Daily Record. The only new things it offers are: 1. The Scottish parliament is Permanent (Id already decided that it was) 2. It will improve how the entire UK is governed (erm...) 3. It will honour British principles and values (erm...) 4. Scotland will decide how the entire UK NHS budget is handled (erm...) Give it a read and see if you agree with me. For fun, do you agree that the sentence we can state categorically that the final say on how much is spent on the NHS will be a matter for the Scottish Parliament means that the Scottish Parliament will now control the entire NHS of the UK? ;) Alternatively, give it a close read and try to spot any genuine promises of devolution. Let us know how you get on. NB: Nowhere in the Vow do the terms Devo-Max, Devo-Plus or Home Rule appear. So why do we have so many No-voters telling us that because we now have a modern form of Home Rule/Devo-Max (honestly, we dont), it means they delivered on the vow? How does that work?
