One of the few women who never used her skirt over M7 to get a job: Jeniffer Musisi. Jennifer Semakula Musisi is a Ugandan lawyer and the current Executive Director of Kampala Capital City Authority.She is a woman without a political background and without a political base. She was appointed to that position in April 2011. She assumed office on Friday 15 April 2011 and will serve a three year, renewable term. On 27 February 2014, the President of Uganda re-appointed her for another three-year term effective 14 April 2014.She was born in Masaka in 1960s.Jennifer Musisi attended Tororo Girls School in Tororo District for her middle school edication (S1 - S4). She then transferred to Kings College Budo in Wakiso District for her high school education (S5 - S6). She graduated from Budo in 1982, at the top of her class. She served as Deputy Head Prefect during her time at the prestigious mixed, boarding high school. In 1982 she entered Makerere University where she studied law. She graduated in 1986 with the degree of Bachelor of Laws (LLB). The following year (1987), she otained the Diploma in Legal Practice from the Law Development Centre in Kampala, the capital of Uganda, and the largest city in that country. Later, she obtained the degree of Master of Public Administration (MPA), from Makerere University as well. She also has qualifications in management, taxation and law from several institutions including Harvard Law School and George Washington University in the United States. She began her career as State Attorney with the Directorate of Public Prosecutions in the late 1980s. From there she moved to Makerere University, where she worked as an Assistant Secretary (Legal Affairs ) in the office of the University Secretary for a period of 9 and 1/2 years. During her time at Makerere, she took time off, to study for her Masters degree and then she resumed work at the university. In 1999, she began working at the Uganda Revenue Authority (URA). While at URA, she re-united with her close friend, Allen Kagina, the Commissioner General, who was a year-mate at Makerere University. Jennifer Musisi entered URA as Deputy Commissioner (Legal). She is credited with co-authoring the administrative changes which, in 2005, culminated in the forced resignation of all URA employees, in an attempt to rid the agency of corrupt officials. Jennifer Musisi rose to the rank of Commissioner of Legal and Board Affairs at URA. At the end of her contract at URA in 2011, she retired from the agency with the intention of going into private enterprise. Under Jennifer Musisi, Museveni has opened the coffers. In 2011/2012, KCCA got Shs 85 billion from the central government and collected another Shs 41 billion from non-tax revenue. The following year, 2012/13, it got Shs 87 billion from the government and collected Shs 76 billion. In the 2014/15 FY, KCCA has a budget of Shs182 billion, Shs 120 billion of which is from government funding. Her salary has raised eyebows among Ugandas elite including the UAH moderator, Abbey Kibirige Semuwemba, in an article he wrote at: semuwemba/2011/12/13/jeniffer-musisis-salary-of-178509-shs-432m-annually-is-very-disturbing/ But this is one woman who is getting the job done and who got her job without sleeping with president Museveni.
