Operation Popeye (Project Popeye/Motorpool/Intermediary-Compatriot) was a highly classified weather modification program in Southeast Asia during 1967-1972. The cloud seeding operation during the Vietnam war ran from March 20, 1967 until July 5, 1972 in an attempt to extend the monsoon season, specifically over areas of the Ho Chi Minh Trail. The operation was used to induce rain and extend the East Asian Monsoon season in support of U.S. government efforts related to the War in Southeast Asia. Project Popeye was the experiment in increased rainfall through cloud seeding leading up to Operation Popeye. The technical aspects of the experiment were verified by Dr. Donald F. Hornig, Special Assistant to the President of the United States for Science and Technology. During October 1966, Project Popeye was tested in a strip of the Laos panhandle east of the Bolovens Plateau in the Se Kong River valley. The government of Laos was not informed of the project, its methods or its goals. The test was conducted by personnel from the Naval Ordnance Test Station located at China Lake California. Fifty cloud seeding experiments were conducted with the result that 82% of the clouds produced rain within a brief period after having been seeded. It was claimed that one of the clouds drifted across the Vietnam border and dropped nine inches of rain on a US special forces camp over a four hour period. After the successful completion of the test phase, Project Popeye transitioned from an experiment to an operational program of the U.S. Defense department Weather warfare is the use of weather modification techniques such as cloud seeding for military purposes. The Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques (Geneva: 18 May 1977, Entered into force: 5 October 1978) prohibits widespread, long-lasting or severe effects as the means of destruction, damage or injury. However it has been argued that this permits local, non-permanent changes. A research paper produced for the United States Air Force written in 1996 speculates about the future use of nanotechnology to produce artificial weather, clouds of microscopic computer particle all communicating with each other to form an intelligent fog that could be used for various purposes. Artificial weather technologies do not currently exist. But as they are developed, the importance of their potential applications rises rapidly. Weather modification technologies are described in an unclassified academic paper written by airforce officer-cadet students as a force multiplier with tremendous power that could be exploited across the full spectrum of war-fighting environments In February 1998, the European Parliament’s Committee on Foreign Affairs, Security and Defense Policy held public hearings in Brussels on the U.S based weather warfare facility developed under the HAARP program. The Committee’s “Motion for Resolution” submitted to the European Parliament: “Considers HAARP… by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body…; [the Committee] regrets the repeated refusal of the United States Administration… to give evidence to the public hearing …into the environmental and public risks [of] the HAARP program.” (European Parliament, Committee on Foreign Affairs, Security and Defense Policy, Brussels, doc. no. A4-0005/99, 14 January 1999). he Committee’s request to draw up a “Green Paper” on “the environmental impacts of military activities”, however, was casually dismissed on the grounds that the European Commission lacked the required jurisdiction to delve into “the links between environment and defense”. Brussels was anxious to avoid a showdown with Washington. (see European Report, 3 February 1999). The possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, has never considered relevant. Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are strung on global warming and the Kyoto protocol. Ironically, the Pentagon, while recognizing its ability to modify the World’s climate for military use, has joined the global warming consensus. In the light of the November 2005 Montreal Conference and with a view to broadening the debate, Global Research has compiled a number of important articles and documents on the issue of “weather warfare”. Since then, a United Nations treaty has been signed which bans environmental warfare, such as causing earthquakes, melting the polar ice caps and altering climate. But some experts believe that clandestine work to create the ultimate weapon of mass destruction continues. Early work on climate control was crude and unpredictable but it is claimed that both the Americans and Russians continued to experiment behind closed doors even after the UN ban in the mid-Eighties, and both now possess sophisticated systems which are capable of controlling the weather – with potentially devastating results In the US, the technology was developed under the high-frequency active auroral research programme ( HAARP) – originally part of Ronald Reagan’s controversial Star Wars defence system. Based in Gokoma, Alaska, the weapon operates by beaming powerful radio waves into the upper atmosphere to alter weather patterns. Some experts claim the system is already up and running, while others say it won’t be ready for another 20 years. Michel Chossudovsky, professor of economics at the University of Ottawa in Canada, who has studied official military documents about HAARP, is in no doubt that the weapon is ready. Scientists have also researched ways of triggering earthquakes. By setting off small quakes, pressure could be released and a disaster averted. But military scientists believe it is also possible to direct powerful energy beams into vulnerable fault zones, causing the Earth’s plates to shift, creating a massive earthquake. Along fault lines beneath the oceans, the same technology could be used to launch devastating tsunamis.
