Our resolution that we wrote for Lancaster City Council was trimmed. The decriminalization plank was eliminated but council has promised us that they will issue a resolution of support when a statewide decriminalization bill is reintroduced to the new legislative session. We trust them at their word. In the meantime, tonight they will be voting on the following language. A lot was trimmed but the resolution still has value: FILE OF THE CITY CLERK COUNCIL RESOLUTION NO. 39 - 2014 INTRODUCED BY COUNCILMAN ROSCHEL – SEPTEMBER 9, 2104 ADOPTED BY COUNCIL – SEPTEMBER 9, 2014 A RESOLUTION OF COUNCIL OF THE CITY OF LANCASTER IN SUPPORT OF PENNSYLVANIA HOUSE BILL 2182 & SENATE BILL 1182, WHICH ALLOW FOR THE MEDICINAL USE OF CANNABIS (MEDICINAL MARIJUANA) AS PRESCRIBED BY A BONAFIDE MEDICAL PRACTITIONER LICENSED IN THE STATE OF PENNSYLVANIA WHEREAS, the Pennsylvania State Legislature has two bills pending, namely HB 2182 and SB 1182, which allow for the medicinal use of cannabis as prescribed by a licensed medical practitioner; and, WHEREAS, SB 1182 has passed the Senate Law and Justice Committee and has been sent to the Senate for a full vote- expected this September; and, WHEREAS, 23 states currently have passed laws allowing for the medical use of cannabis including Maryland, Delaware, New Jersey, New York, Connecticut, Rhode Island, New Hampshire, Massachusetts, Maine and many others; and,. WHEREAS, 85% of Pennsylvanians support medical cannabis legislation; and, WHEREAS, medicinal cannabis has been prescribed and used to relieve pain, nausea, muscle spasticity, and the side effects of chemotherapy and AIDS. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Lancaster that we have determined that it is in the best interest of the citizens of Lancaster to declare, by non-binding resolution, support for the legality of the medicinal use of cannabis as prescribed by a bonafide medical practitioner, licensed in the state of Pennsylvania. ____________________________________ J.
